Job description

Project Summary: To assist the European Commission in facilitating spaces for dialogue (in-person and virtual) and consultations at global and regional level with civil society networks, foundations and associations of local authorities and EU institutions and Member States, mainly through the Policy Forum on Development (PFD), and ad hoc consultations. To support the European Commission in exploring new avenues of cooperation with CSOs, foundations and LAs and guiding the organisations in this regard. To contribute to the drafting of concept notes, regular updates on policy issues related to and raised by civil society, foundations and associations of local authorities and contribute in background papers, and other material relevant for the dialogue.

Role: The KE1 has a crucial role in implementing the contract by acting as the primary contact for the Contracting Authority, in close collaboration with the Contractor’s Project Manager. She/he will act as Team Leader and will be responsible for providing overall strategic leadership, technical oversight and operational coordination for the contract. She/he, along with the Project Manager, will be responsible for the preparation and implementation of logistic aspects, coordinating individual expert inputs and deliverables (as relevant) and for reporting, including both operational and financial reporting.

The Team Leader will ensure the successful implementation of all activities relating to:

  • International multi-stakeholder consultations and dialogues;

  • Policy Forum on Development activities;

  • Global Gateway CSO-LA Advisory Platform activities;

  • Civil society engagement and consultation programmes;

  • International, digital, and hybrid conferences, workshops and events;

The Team Leader will lead and coordinate all project personnel and will maintain regular liaison with DG INTPA, EU Delegations in third countries, Member States, civil society organisations, local authorities, foundations, professional associations, business associations, government institutions and international organisations.

The Team Leader will ensure that all contract activities are delivered in an integrated manner and that consultation processes, digital engagement activities and event-management activities operate as a coherent stakeholder-engagement ecosystem.

Qualifications and Skills

  • University degree at Master's level (or equivalent) in a discipline relevant to the assignment.

General understanding of EU institutional structures, particularly DG INTPA and EU Delegations, and EU policies, EU international partnerships, cooperation and development policy

  • Excellent communication, facilitation and reporting skills.

  • Excellent civil society engagement and relationship-building skills.

  • Demonstrated ability to facilitate high-level multi-stakeholder dialogue processes.

  • High proficiency in written and spoken English.

General Professional Experience

  • Minimum 15 years of general professional working experience.

  • Minimum 5 years of experience working with the European Union institutions on EU external relations and international cooperation and development policy.

  • Minimum 5 years of professional working experience working on EU relations with Global Gateway priority regions.

Specific Professional Experience

  • Having complied successfully a Project Coordinator/Team Leader role in at least two projects with a minimum budget of EUR 3 million each.

  • Minimum 5 years of experience involving at least three of the following stakeholder groups:

    • civil society organisations;

    • local authorities;

    • foundations;

    • professional associations;

    • business associations;

    • government institutions;

    • international organisations.

  • Minimum 3 years of experience organising and overseeing international conferences, workshops, seminars or large stakeholder events.

Assets

The following assets will be used to assess comparative strengths:

  • Experience supporting Global Gateway, international partnerships, development cooperation or external action programmes.

  • Experience managing hybrid stakeholder-engagement programmes combining consultation, communications and events.

  • Additional EU languages.
