Position Title: Software Engineer – DoD Contract
Location: Primarily remote, with potential occasional on‑site work at Arlington, VA

Summary
The Software Engineer is the technical lead for DoD Contract, responsible for maintaining and enhancing the survey and administration portal, supporting web and middleware components, and ensuring the system remains secure, reliable, and user‑friendly.

Key Responsibilities

  • Maintain and sustain the web application and administrative web site, including front‑end, middle‑tier, and related content in the .mil environment.

  • Implement approved changes to survey questions, modules, user interfaces, and reporting functions in coordination with DPRR and the Program Manager.

  • Perform application maintenance, defect resolution, performance tuning, and usability improvements, following SDLC and configuration‑management practices.

  • Collaborate with the DBA on data access patterns, reporting logic, and performance optimization for the application’s database interactions.

  • Develop and maintain technical documentation, including functional hierarchy diagrams, screen layout diagrams, tables of business rules, business process diagrams, and end‑to‑end relational diagrams.

  • Support testing and validation of changes, including unit tests, integration tests, and user experience assessments, ensuring a stable production environment.

  • Contribute to training materials and best‑practices documentation for unit points of contact and behavioral health professionals.

  • Participate in monthly status reporting by providing technical inputs on changes, downtime, performance, and system sustainment activities.

Qualifications

  • Experience working in DoD environment is required.

  • Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or related field.

  • 8+ years of software engineering experience, including significant experience with web‑based applications and survey or data‑collection platforms.

  • Strong server-side and web development experience utilizing industry application packages.

  • Extensive knowledge of concurrent programming concepts, which incorporate design, developing, testing, maintaining, troubleshooting, and fielding of new products.

  • Experience with the development, implementation, tracking, and identifying subordinate requirements of a project.

  • Background in graphic arts is required.

  • Experience sustaining production applications in regulated environments (healthcare, federal, or DoD), with emphasis on reliability, security, and documentation.

  • Proficiency in version control, CI/CD practices, and automated testing.

  • Ability to translate business and user requirements into technical solutions, and to document those solutions clearly for both technical and non‑technical audiences.

Preferred

  • Experience integrating web applications with SQL Server databases and working closely with DBAs on performance and schema design.

  • Prior work on behavioral health, resilience, or analytics tools.

  • Familiarity with DoD or Army IT regulations and information‑assurance practices.
