Position Summary

Director of Government Partnerships: Remote or Kansas City Office

 

Location: Kansas City, Missouri Office

Open to remote candidates within the following states:

  • AZ, CA, DE, FL, GA, ID, IL, IN, KS, KY, MD, MI, MN, MO, NJ, NY, OH, TN, TX, VA, WA

 

CarePortal is seeking a mission-aligned, policy-savvy leader to serve as our Director of Government Partnerships. This role will lead the national strategy to engage federal and state government stakeholders—including child welfare agencies and policymakers, with the goal of unlocking sustainable government funding streams to support Care-Sharing across the country.

 

The Primary KPI for this Role:

  • Increase Government Funding to support the implementation, growth, and sustainability of CarePortal.
  • In addition to building high-trust relationships with state leaders, the Director will play a key role in federal strategy—shaping policy conversations, building visibility with national influencers, and securing endorsement and funding opportunities from agencies like ACF, ACYF, and HHS.
  • This individual will also manage a small compliance support team (2-3 people over time) and work closely with CarePortal’s field leaders to align strategy with implementation.

 

Key Responsibilities

Government Engagement & Strategy:

  • Cultivate strategic relationships with leaders in federal agencies, congressional offices, and national networks to position CarePortal as a proven, scalable solution.
  • Build strong partnerships with state child welfare agencies aligned with CarePortal’s model for prevention, caseworker support, and family stability.
  • Lead a targeted expansion strategy focused on both receptive states and federal alignment opportunities.
  • Ensure all strategies reflect CarePortal’s principles of faith and bipartisan collaboration.

Public Funding Strategy (Primary KPI):

  • Identify, secure, and sustain government funding, including but not limited to:
    • Title IV-E administrative reimbursement
    • Title IV-B
    • TANF and FFPSA-aligned prevention funds
    • General revenue allocations
    • County/municipal budgets
    • Federal discretionary grants (e.g., through ACF, HHS Faith-Based Office, USDA, DOJ)
    • Oversee all funding pipeline development and report on total government funding secured as the role’s primary performance measure.

Support Team Leadership & Compliance:

  • Manage a small team (internal or contracted) focused on:
    • Cost Allocation Plans and reimbursement pathways,
    • Federal, State and Local grant applications, administration, and reporting,
    • Public funding compliance and audit readiness,
    • Policy and perception advancement, and
    • Ensure that all funds are stewarded with excellence, accountability, and transparency.

Cross Team Collaboration:

  • Partner closely with Network Development, Customer Success, and Advancement teams
    • Establish agency pricing strategies
    • Equip staff to engage agency leaders with clarity and confidence
    • Support implementation of government-partnered CarePortal rollouts
    • Gather insights and stories that validate public-sector value

Policy Influence & National Positioning:

  • Monitor and shape national child welfare and prevent policy landscapes to create a favorable environment for CarePortal growth.
  • Represent CarePortal in policy briefings, national task forces, grantmaking forums, and pilot initiatives.
  • Co-author white papers, testimony, and public comments to advance supportive federal guidance and positioning.
  • Help lay the groundwork for future appropriations, inclusion in pilot programs, or eligibility for agency innovation funds.

Messaging & Internal Alignment:

  • Collaborate with marketing, field, and executive teams to ensure consistent public-sector messaging.
  • Create and maintain a suite of tools (decks, briefs, templates) to equip the organization for effective government engagement.
