The PIVOT-TPT (Private provider–led Integrated Virtual & Outreach for TPT) is a TIFA (Tuberculosis Implementation Framework Agreement) Health Commitment Grant supported project implemented by PATH under the guidance of the NTEP (National Tuberculosis Elimination Programme). The project aims to pilot and generate evidence for a digitally enabled, private provider–led model that expands access to both facility-based and home-based Tuberculosis Preventive Treatment (TPT) services for household contacts (HHCs) of persons with TB (PwTB) seeking care in the private sector, ensuring high initiation and completion rates in alignment with NTEP guidelines.

The project will be implemented across three high-burden districts of Mumbai (Govandi, Sion and Kurla) in Maharashtra and two aspirational districts of Odisha (Kalahandi and Koraput), where private-sector TB notifications are substantial and gaps in systematic contact listing and TPT initiation remain pronounced. The model integrates virtual TPT clinics, tele-consultation, standardized digital screening workflows, mobile diagnostic services, and doorstep delivery of TPT medicines to strengthen the identification, screening, and initiation of eligible household contacts on TPT.

The project will operate under NTEP stewardship and leverage national digital platforms such as Ni-kshay and TB Arogya Saathi, engaging private hospitals and clinics, district and state NTEP teams, PPSA partners, digital and logistics agencies, and household contacts of TB patients to ensure seamless coordination and accountability throughout the TPT cascade.

About the position:

The Private Sector Demand Analytics Manager, under the overall supervision of Deputy Director-TB, PATH and guidance of the Project Lead, will provide specialized technical leadership on demand generation for private-sector TPT. S/he will lead the rapid gap assessment of provider hesitancy and beneficiary risk perception in Mumbai, and advise on the integration of consistent adherence, safety, and TPT completion messaging across virtual tele-consultations, diagnostic touchpoints, and doorstep drug delivery interactions. This is a part-time consultancy engagement for 8 days total during the project, specifically focused on understanding and addressing the behavioral and clinical barriers that limit TPT uptake among private providers and household contacts in the Mumbai context.

Responsibilities:

  • Lead the design and implementation of a rapid qualitative analysis of provider readiness, barriers, and hesitancy influencing TPT uptake among 10 leading private providers across 3 districts of Mumbai (Govandi, Sion, Kurla).

  • Analyze interview data to identify key themes and prepare a comprehensive Private Provider Hesitancy Analysis Report summarizing themes identified, provider concerns, and recommendations for targeted demand generation strategies.

  • Conduct gap analysis of existing national and state-level risk communication materials with the Project Lead, reviewing provider hesitancy findings and beneficiary needs related to TPT awareness, risk perception, and hesitancy.

  • Develop an evidence-based TPT Gap Analysis Report identifying specific behavioral barriers among private providers and household contacts, along with the Project Lead.

  • Design a Demand Generation Framework specifying priority messages, recommended communication channels, and roles for providers, beneficiaries, and project staff in addressing identified barriers, along with the Project Lead.

  • Develop a finalized Demand Generation Toolkit including high-fidelity Provider Value-Proposition Aids and Beneficiary Decision-Support Materials tailored to Mumbai context, along with the Project Lead.

Qualifications and competencies required:

  • Postgraduate degree or Doctorate in Public Health/Social and Behavioral Sciences/Health Communication/Marketing or equivalent from a recognized university.

  • Minimum 10-12 years of experience in health demand generation, behavioral change communication, or private sector health engagement, of which at least 5 years should be in TB or infectious disease programs.

  • Demonstrated expertise in qualitative research methods including in-depth interviews, focus group discussions, thematic analysis, and rapid assessments.

  • Strong understanding of private healthcare provider behavior, motivations, and barriers to guideline adherence in the Indian context.

  • Experience in designing and implementing demand generation strategies, risk communication campaigns, and provider engagement interventions.

  • Expertise in developing communication materials, job aids, and decision-support tools for healthcare providers and patients.

  • Strong analytical skills with ability to synthesize qualitative data, identify actionable insights, and translate findings into practical recommendations.

  • Excellent communication and presentation skills with ability to engage with private providers, and project stakeholders.

  • Fluency in English, Hindi, and Marathi is required.
