Qualifications

  • A minimum of seven years of progressively responsible experience in investigations, law enforcement, or a related field, including at least three years at the international level, with a track record in planning, leading and executing high-priority, complex or sensitive investigations.
  • Advanced university degree in law, criminal justice, political science, police studies, auditing, accounting or related field (or an equivalent combination such as a first-level degree plus formal investigations qualifications); formal training and certifications in investigations desirable (e.g., fraud, sexual exploitation and abuse SEA, abusive conduct).
  • Knowledge of English at an advanced level; knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) would be advantageous.
  • Experience conducting investigations within an international organization, including handling investigations related to abusive conduct and senior officials (highly desirable).

Responsibilities

  • Plan, design, and conduct investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations; ensure investigations are thorough, timely, impartial, and conducted independently with the highest levels of integrity.
  • Plan the strategy for the conduct of investigations, defining parameters, timetable and investigative tools; obtain documentary and physical evidence; study and analyse documents; conduct interviews with complainants, witnesses and subjects; maintain case records, testimony and evidence.
  • Conduct investigations in accordance with generally recognized international investigative standards and internal procedures; utilize information technology when appropriate and ensure digital forensic techniques are applied.
  • Prepare high-quality, comprehensive investigative work products including preliminary assessments, investigation plans, reports of investigation and case closing memoranda, with findings, conclusions and recommendations; ensure reports are clear, concise and actionable.

ORGANIZATIONAL UNIT

 

The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union.  The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy.  The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public. 

BACKGROUND INFORMATION

The purpose of the consultancy is to establish a roster of consultants to undertake independent preliminary assessments and investigations into allegations of misconduct of ITU employees. The Roster will be used to support the work of the Oversight Unit where resourcing or other restrictions necessitate external assistance.

TERMS OF REFERENCE

  • Under the guidance of the Chief of Oversight Unit, the consultant will:
  • Plan, design, and conduct investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations; ensure investigations are thorough, timely, impartial, and conducted independently with the highest levels of integrity.
  • Plan the strategy for the conduct of investigations defining the investigation's parameters, timetable and investigative tools; obtaining documentary and physical evidence; studying and analysing documents and records; conducting interviews with complainants, witnesses and subjects; maintaining case records, testimony and evidence.
  • Conduct investigations in accordance with generally recognized international investigative standards and internal procedures, utilizing information technology when appropriate.
  • Prepare high quality, comprehensive investigative work products, including preliminary assessments, investigation plans, reports of investigation and case closing memoranda, including findings, conclusions, and recommendations.
  • Ensure reports are clear, concise, provide actionable insights and meet both internal and external standards.
  • Make recommendations for further inquiry or disposition of a case; ensuring that findings are legally sound and providing a sound basis for decision-making; drafting where relevant reports on lessons learnt from investigations, providing recommendations to improve internal controls, policies and procedures.
  • Ensure the effective management and application of digital forensic techniques and tools in the investigation process, supporting investigations with reliable, accurate, and legally admissible evidence, while maintaining high standards of integrity, efficiency, and compliance with international and UN-specific standards.

CONCRETE DELIVERABLES

  • Preparation of high quality, comprehensive investigative work products, including preliminary assessments, investigation plans, reports of investigation and case closing memoranda, including findings, conclusions, and recommendations.
  • Submission of final reports for each assignment, preliminary assessment or investigation, to the Chief of Oversight unit.
  • Provision of an overview of the allegations and the facts and evidence that support or contradict each element, with fact-based conclusions on each element in the final reports. The reports should be appropriately supported by referenced evidence, which is to be provided along with the reports.
  • Provision of an overall findings and recommendations in the final reports. In substantiated cases, where appropriate, the report should include a statement as to what burden of proof is supported by the evidence.

COMPETENCIES

  • Data Analysis and Evidence Evaluation: Proficiency in analysing financial, operational, and digital data.
  • Evidence Collection and Analysis: Skilled in collecting, preserving, and analysing evidence for investigative purposes.
  • Risk Management: Ability to assess organizational risks, including fraud, corruption, operational inefficiencies, and non-compliance.
  • Regulatory and Policy Compliance: Knowledge of, or ability to obtain, ITU organizational regulations, policies and service orders.
  • Investigative Techniques: Skilled in interviewing, evidence collection, report writing and forensic analysis.
  • Data Analytics and Technology Use: Use of advanced data analytics tools and software for investigative processes.
  • Reporting and Communication: Ability to prepare and present clear, concise, and well-substantiated reports for investigative findings.
  • Continuous Improvement: Commitment to staying updated on best practices, evolving risks, and new technologies in the field of investigations.

QUALIFICATIONS REQUIRED

 

Education:

Advanced university degree in law, criminal justice, political science, police studies, auditing, accounting or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. Or a combination of a first-level university degree in the above fields together with formal qualifications and/or certifications in investigations (military, police, federal/national intelligence agencies) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Formal training and certifications in investigations is desirable, including but not limited to certifications in fraud, sexual exploitation and abuse (SEA), and abusive conduct.

 

Experience:

A minimum of (7) seven years of progressively responsible experience in investigations, law enforcement, or a related field, including at least three years at the international level.
Experience in conducting high priority, complex and/or sensitive investigations, proven track record in planning, leading and executing investigations.
A Doctorate in a related field can be considered as a substitute for three years of working experience.
Experience in conducting investigations within an international organization, handling investigations related to abusive conduct, and handling investigations related to senior officials is highly desirable.

Languages:

Knowledge of English at advanced level.  Knowledge of another language of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage.

REMUNERATION INFORMATION

Between USD 280 and USD 890 per working day to be defined according to the complexity of the work to be assigned and the work experience of the consultant.
