ERP Public Sector (State & Local Govt) - HR Consultant – Contract/1099

Position Overview

ISG is seeking an ERP consulting professional with broad public sector (State and Local government) functional expertise in the following Human Resource/Payroll areas:

 

  • Recruitment/Applicant Tracking
  • Classification and Compensation
  • Benefits/Insurance Administration
  • Payroll
  • Personnel Administration
  • Position Control
  • Time Reporting and Leave Accounting
  • Training

 

During the selection phase, the consultant may perform the following functions: documenting business processes, gathering requirements, assessing the existing human resources system environment, contributing to the development of the procurement document (RFP, RFQ, etc.), and facilitating vendor evaluation. This job requires an experienced ERP HR Consultant who can partner effectively with all levels of the organization, drive results, and proactively identify and resolve problems.

 

During the implementation phase, the consultant is responsible for providing oversight services. The consultant must work with the Client Lead and the Implementation Vendor Lead to make the project a success. The primary responsibility is to provide oversight for planning, design, development, testing and implementation activities. The consultant will supply regular progress reports to the PMO.

 

Responsibilities

SELECTION DUTIES:

  • Document business requirements and processes
  • Assess the strengths and weaknesses of the HR systems and business processes
  • Develop vendor demonstration scripts
  • Facilitate vendor evaluation
  • Negotiate contract

 

IMPLEMENTATION DUTIES:

  • Overseeing project delivery from an agency and entity-wide perspective
  • Monitoring that the project is effectively resourced and managing relationships with a wide range of groups and individuals at all levels
  • Coordinating the development and maintenance of project documentation
  • Checking that all required project management documents are developed, completed and signed off at the appropriate review gate
  • Ensuring that all written deliverables provided by the Integration Services Vendor Project Manager are stored in the appropriate network folders and archived as necessary
  • Drafting, reviewing and recommending approval of deliverables
  • Holding Integration Services Vendor accountable through oversight and reporting for completing the Implementation Project on time, within scope, within budget and according to the required quality standard (with agreed specifications)
  • Helping to resolve issues, risks and conflicts
  • Monitoring potential implementation project risks, opportunities and issues that may impact the project
  • Facilitating resolution of issues with input from the Client Project Managers
  • Escalating unresolved issues to the PMO in accordance with policies, as appropriate
  • Reporting project progress, budget and status to the appropriate levels and recommending corrective action when necessary
  • Reviewing the detailed Project Plan and supporting tracking schedules on an ongoing basis and documenting noted issues and concerns with project progress in accordance with the Project Plan. It is assumed that the client and/or the Integration Services Vendor will have data entry, reconciliation and report generation responsibilities for the Project Plan and associated tracking schedules.

 

Required Skillsets

  • This is a remote position based in the US with up to 50% travel
  • Multi-module ERP experience (e.g., personnel administration, payroll administration, time reporting and employee leave accounting, benefits administration, applicant services, etc.)
  • Experience with Tier 1 ERP Software (e.g. Infor/Lawson, Workday, Oracle Cloud, SAP, Success Factors)
  • Public sector experience (State & Local government)
  • Strong presentation, verbal and written communication skills with the ability to articulate complex ideas in easy to understand business terms to all levels of management including senior leaders
  • Possesses strong organizational and task management skills
  • Possesses good analytical skills
  • Exhibits effective team skills
  • Ability to make decisions at the project team level and properly escalate those decisions that cannot be resolved on a timely basis
  • 7-15 years recent experience with managing large-scale, complex IT projects.
  • Demonstrates working knowledge with MS-Office suite of software applications and tools, including: Microsoft Word, Excel, PowerPoint, Visio and Project, MS-Outlook

Education

  • Bachelor of Arts or Science degree in a technical or scientific field
  • MBA or other advanced degree(s) desirable
  • PMP preferred
