Latvian professional culture is more reserved and formal than the directness common in Estonian or Serbian markets, with relationship-building happening more gradually and professional trust accruing over time through demonstrated reliability rather than immediate personal warmth. English proficiency in the Riga technology and professional sector is high, particularly among professionals under 45. The Russian language retains professional relevance in Latvia in a way that differs from other EU Baltic states, given Latvia's significant Russian-speaking minority, which can be an asset for senior professionals with Russian language capability who are targeting roles with regional coverage of both EU and CIS-adjacent markets. Second, the AML and financial services regulatory environment has tightened significantly following enforcement actions in the late 2010s, and senior compliance, legal, and financial professionals entering the Latvian financial services sector should understand that the regulatory landscape has changed materially and that new entrants are subject to more rigorous scrutiny than was historically the case. Third, Latvia's population has declined significantly due to emigration, which limits the domestic talent pool for senior roles but also means that returning Latvian professionals and internationally experienced arrivals are valued by employers who need to build senior capability.
