Clinical research at the CRA (Clinical Research Associate) and clinical project manager level is moderately competitive, though the field has historically had persistent talent shortages given the specific regulatory and clinical knowledge required. The VP of Clinical Operations, Head of Clinical Development, and Clinical Program Director level is genuinely scarce. These roles require professionals who have run Phase II and Phase III programs from protocol finalization through database lock, managed CRO relationships at the strategic level, owned the clinical timeline and budget under significant sponsor accountability, and navigated regulatory interactions with FDA and EMA including IND/CTA management and clinical section responsibility for submission packages. That experience takes years of clinical operations exposure to accumulate and cannot be substituted with project management credentials or adjacent science backgrounds.
