General Description

Serves as PREIS Project Director and lead to implementation and delivery of the intervention across all project sites. The Program Director will oversee program implementation and assist the US Sr. Program Director and Executive Leadership in ensuring project compliance with all applicable federal, state, and local regulations. The Program Director manages the program’s fiscal system, human resources system, reporting, and monitoring. The Program Director oversees all aspects of program implementation to ensure the grant is carried out effectively and is implemented in line with the organization’s mission and values. Holds overall programmatic responsibility for training, curriculum certification, implementation of fidelity, corrective action, and continuous quality improvement. Leads work across all three PREIS phases while preserving the operational and analytic independence of the third-party evaluation team. 

About You

A collaborative project leader who translates approved plans into coordinated implementation, holds teams and partners accountable, reviews implementation evidence, and advances approved improvements while respecting independent evaluation responsibilities. 

Minimum Qualifications

  • Bachelors degree in public health administration, social services, or Business Administration
  • Three (3) Years experience directing program implementation or managing complex projects. 
  • Ability to lead planning, training, curriculum certification, fidelity monitoring, corrective action, and continuous quality improvement. 
  • Ability to oversee partners, subcontractors, budgets, and participant protections across project sites. 
  • Strong organizational, communication, supervision, and decision-making skills. 
  • Ability to review operational, training, fidelity, and evaluation information while preserving independent evaluation boundaries. 

Preferred Qualifications

  • Masters Degree in public health administration, social services, or Business Administration. 
  • Three (3) Years Experience directing federally funded adolescent pregnancy prevention or family engagement programs. 
  • Experience managing planning, pilot, implementation, and closeout or dissemination phases. 
  • Experience coordinating multi-site implementation with an independent evaluation team. 
  • Bilingual (Spanish and English)

What You’ll Be Doing

  • Serve as the lead for PREIS implementation and ensure the program is carried out consistently across all project sites.
  • Guide the overall direction of the project and oversee implementation of the intervention in alignment with approved grant requirements, the implementation plan, organizational mission, and applicable federal, state, and local regulations.
  • Manage key project systems, including training, curriculum certification, fidelity monitoring, corrective action, continuous quality improvement, reporting, budgeting, partner coordination, and participant protections.
  • Lead planning and pilot activities, coordinate allowable adaptations, develop the full implementation plan, and ensure facilitators are trained, and fidelity systems are in place before full implementation begins.
  • Oversee program delivery across Bayamón and Ponce.
  • Monitor the performance of staff, partners, and subcontractors and ensure participant protections are followed.
  • Lead improvement efforts when implementation issues are identified.
  • Review operational, training, fidelity, and evaluation-related information from the Program Manager, Training and Curriculum Specialist, Lead Program Facilitator, Family Advocate, and independent Evaluation Lead.
  • Coordinate approved program improvements based on implementation and evaluation-related information.
  • Support final reporting, intervention packaging, dissemination, and sustainability planning.
  • Maintain clear boundaries with the independent evaluation team and ensure program staff do not direct study assignment, evaluation analysis, participant responses, or evaluation findings.
  • Provide leadership, oversight, accountability, and coordination to ensure PREIS is implemented with quality, fidelity, compliance, and integrity.
