Position Summary

Tacticians For Innovation Consulting LLC, TACFI, is seeking an experienced Human Resources Manager to lead and administer the company’s day to day human resources function on a part time basis.

TACFI is a growing federal government contractor supporting defense and national security customers. We are looking for an experienced HR professional who can independently manage the employee lifecycle while providing practical, responsive support to employees and company leadership.

This is a hands on role. The successful candidate will own routine HR operations, serve as a primary corporate resource for employees, administer TACFI’s HR systems, support recruiting and hiring, conduct candidate interviews, manage compensation discussions within approved parameters, support employee relations matters, and ensure personnel issues are handled professionally, consistently, and confidentially.

The right person for this position must be comfortable working with experienced professionals and strong personalities. TACFI employs a significant number of military veterans and mission focused professionals. This position requires someone who can communicate directly, handle difficult conversations professionally, maintain appropriate boundaries, and provide clear HR guidance even when challenged.

The position is expected to average approximately 20 hours per week. Workload may vary based on recruiting activity, employee needs, and business requirements. The role may expand in hours and responsibility as TACFI continues to grow.

Responsibilities

The Human Resources Manager will:

  • Serve as a primary HR point of contact for TACFI employees and management.
  • Manage employee onboarding, offboarding, personnel records, employment documentation, and routine HR processes.
  • Administer and maintain TACFI’s human resources information systems and employee records.
  • Maintain accurate and complete personnel records and ensure required documentation is properly retained.
  • Support recruiting activities, including reviewing applicants, screening candidates, conducting initial interviews, coordinating interviews with hiring managers, and maintaining recruiting documentation.
  • Manage candidate communications throughout the recruiting and hiring process.
  • Prepare employment offers and conduct salary negotiations within compensation ranges and parameters approved by company leadership.
  • Coordinate background screening, employment verification, and other preemployment requirements.
  • Support the development and maintenance of job descriptions and compensation documentation.
  • Administer TACFI’s performance management processes, including annual evaluations, employee goals, manager feedback, and related documentation.
  • Support routine employee relations matters and ensure appropriate documentation of performance, conduct, workplace concerns, and corrective actions.
  • Handle difficult employee conversations professionally and objectively while escalating significant employee relations, legal, compliance, or disciplinary matters when appropriate.
  • Advise managers on appropriate personnel processes while maintaining consistency with company policies.
  • Coordinate employee benefits administration and serve as a point of contact between employees, company leadership, payroll, and benefit providers.
  • Support leave administration and maintain applicable employee leave records.
  • Maintain and periodically review company HR policies, employee handbook provisions, forms, and internal HR procedures.
  • Support HR administration and compliance for employees working in multiple states.
  • Monitor applicable federal and state employment requirements and coordinate with leadership, payroll providers, benefit providers, or outside counsel when specialized guidance is required.
  • Assist leadership with compensation benchmarking and workforce planning as requested.
  • Maintain strict confidentiality regarding employee, compensation, medical, personnel, and company information.
  • Work collaboratively with TACFI corporate leadership, program managers, payroll, finance, recruiting, and other corporate functions.

Required Qualifications

Candidates should have:

  • At least five years of progressive human resources experience, including responsibility for independently managing multiple HR functions.
  • Experience as an HR Manager, Senior HR Generalist, HR Business Partner, or comparable position.
  • Demonstrated experience supporting employees located in multiple states and managing state specific employment requirements, leave considerations, payroll coordination, and related HR compliance matters.
  • Demonstrated experience conducting candidate interviews and supporting full lifecycle recruiting.
  • Experience presenting employment offers and conducting salary negotiations.
  • Strong working knowledge of employee relations, performance management, compensation, onboarding, offboarding, benefits administration, leave administration, and personnel documentation.
  • Experience administering an HR information system and the ability to quickly learn new HR technology platforms.
  • Demonstrated ability to handle difficult conversations, employee concerns, workplace conflict, and sensitive personnel matters with confidence, professionalism, and sound judgment.
  • Ability to communicate directly and respectfully with experienced professionals, senior personnel, and employees with strong personalities.
  • Ability to maintain appropriate professional boundaries, apply company policies consistently, and provide clear guidance when challenged.
  • Strong written and verbal communication skills.
  • Sound judgment and discretion when handling confidential and sensitive employee information.
  • Ability to work independently, prioritize competing requirements, and make appropriate decisions without constant direction.
  • Strong organizational skills and attention to detail.
  • Working knowledge of applicable federal and state employment laws and general HR compliance requirements.

Preferred Qualifications

  • Preference may be given to candidates with:
  • Experience supporting a federal government contractor, preferably within defense, national security, professional services, or another labor intensive contracting environment.
  • Experience supporting veteran, military, public safety, or similarly mission focused workforces.
  • Familiarity with government contracting workforce considerations, including funded positions, labor categories, contract staffing requirements, cleared personnel, and customer facing program environments.
  • Experience supporting employees working on federal contracts while maintaining appropriate boundaries between company personnel management responsibilities and Government customer oversight.
  • Experience supporting a small or growing business where HR responsibilities span multiple functional areas.
  • Experience developing or administering performance management programs.
  • Experience supporting compensation benchmarking and salary planning.
  • SHRM CP, SHRM SCP, PHR, SPHR, or comparable professional certification.

Position Structure

This is a regular part time W2 position expected to average approximately 20 hours per week.

The successful candidate will establish clear ownership of TACFI’s day to day human resources function and become a trusted corporate resource for employees and leadership.

Employees should know where to go when they have an HR, benefits, personnel, compensation, or employment question. Managers should receive consistent HR guidance and have reliable processes for hiring, performance management, documentation, and employee matters.

Leadership should have confidence that personnel issues are being addressed professionally, consistently, and at the appropriate level without requiring executive involvement in routine HR matters.

The HR Manager should be able to independently manage normal employee matters, recognize when an issue requires escalation, and provide clear guidance without becoming unnecessarily bureaucratic.
