The Automation Engineer will analyze existing state systems and document business and system requirements to support the modernization of an Integrated Eligibility System (IES).
The initial focus will be on extracting business rules from legacy systems, performing quality control to verify complete coverage, and ensuring the extracted rules are usable by business partners and business analysts. The engineer will work with agency stakeholders to identify which rules should be retained or retired in the modernized system.
Analyze existing state systems and document business requirements.
Extract and validate business rules from legacy systems, ensuring 100% coverage.
Identify business rules to retain or retire in collaboration with agency partners.
Document current-state (as-is) and future-state (to-be) system requirements.
Develop business analysis deliverables, including process flows, context diagrams, use cases, requirements traceability matrices, UI specifications, and mockups.
Elicit requirements from agency staff, local district subject matter experts, end users, and executive stakeholders.
Conduct peer reviews and support internal quality reviews.
Ensure deliverables align with business needs, project scope, and timelines.
Collaborate with state employees and vendor teams.
Automation engineering: 3–7 years of experience as an Automation Engineer.
Business analysis: 3–7 years of state-government business analysis experience in the human services domain, specifically Eligibility, Enrollment, and Case Management (EECM).
Full SDLC requirements management: Experience eliciting, analyzing, and managing requirements throughout the software development lifecycle.
Business analysis documentation: Proficiency producing business process flows, user stories, data dictionaries, wireframes, and specifications for a modernized eligibility system.
IES modernization: 3–7 years of experience working on an Integrated Eligibility System modernization program involving health and human services applications aligned with state and federal standards.
3–7 years of experience performing business analysis and workflow automation for an eligibility system.
Experience assisting with project planning, roadmaps, test scenarios, and change requests.
Experience documenting legacy interfaces for state-supervised and locally administered applications.
Experience drafting Interface Control Documents (ICDs).
Experience evaluating legacy mainframe interfaces for disposition in a modernized solution.

Duration: 35 months.
Location: Albany, New York.
Remote work: Potentially more than 50% and up to 100% remote, subject to manager approval.
In-person meetings: Fully remote consultants must attend monthly meetings in Albany and major milestone meetings as needed.
Insurance: Low-level Data Breach and Privacy/Cyber Liability insurance is required. Automobile Liability, Technology Errors and Omissions, and Crime Insurance are not required.
