Job description

Contract: Consultancy agreement, full-time
Location: London (remote-working)

Scheme of Work

 The Consultant shall provide mobilisation planning, coordination and delivery management services for Trinity’s mobilisation programme for a government contract as follows:


1. Dates 
October 2026 – initial term to 31 January 2027, with continuation into formal mobilisation from 1 February 2027 subject to government contract award and Trinity business need.

2. Scope of Services
Mobilisation Planning & Programme Management

  • Lead and maintain Trinity’s integrated mobilisation plan across pre-mobilisation, formal mobilisation and transition into live service, aligned to contractual commitments, government authority milestones and the wider bidder group programme.
  • Translate the agreed solution and bid commitments into clear activities, milestones, owners, dependencies, resource requirements and delivery dates, identifying areas requiring further design or decision.
  • Coordinate Trinity’s mobilisation workstreams and maintain a single integrated view of progress, critical path, readiness, assumptions and interdependencies.
  • Own and maintain the mobilisation RAID, dependency and decision logs, ensuring actions are driven to resolution and material issues are escalated promptly.

Pre-Mobilisation & Readiness

  • Undertake rapid familiarisation with the proposed solution, contractual commitments, implementation requirements, governance arrangements and existing mobilisation/resource planning.
  • Coordinate pre-mobilisation activity so that Trinity is ready to commence formal implementation from 1 February 2027, including confirmation of workstream ownership, named resources, capacity, governance, tooling and immediate deliverables.
  • Work with functional leads to identify capacity constraints, BAU conflicts, recruitment, backfill and external support requirements and support timely resolution or escalation.
  • Coordinate readiness across key workstreams including architecture and integrations, technology/testing, data and reporting, security and personnel assurance, examiner operating model, Additional Value Services products and operational/service readiness.
  • Prepare and coordinate a mobilisation launch-readiness assessment ahead of formal mobilisation, with clear actions for any gaps or dependencies.

Stakeholder, Partner & Dependency Management

  • Act as Trinity’s central mobilisation coordination point, working closely with the Contract ELT Sponsor, internal workstream leads, PMO and other relevant functions.
  • Coordinate Trinity’s engagement with mobilisation governance for the wider bidder group, planning sessions and partner workshops, ensuring Trinity actions, get/give dependencies and requirements are understood and reflected in the wider programme.
  • Maintain effective working relationships with relevant delivery partners, suppliers and implementation partners, drive cross-party dependencies and solution decisions to resolution, escalating material commercial, contractual or strategic matters to the Contract ELT Sponsor.
  • Facilitate mobilisation workshops and working sessions and ensure accountable leads understand their deliverables, deadlines and dependencies.

Governance, Reporting & Assurance

  • Establish and maintain proportionate mobilisation governance, controls and reporting for Trinity’s mobilisation activity, aligned to wider programme governance.
  • Provide concise weekly status reporting covering progress against plan, upcoming milestones, readiness, risks, issues, dependencies, decisions and resource constraints.
  • Prepare papers, recommendations and decision requests for executive and mobilisation governance forums where required.
  • Maintain appropriate evidence of mobilisation progress and completion to support assurance, operational acceptance and transition into live service.

Transition into Formal Mobilisation & Live Service

  • Following contract award, re-baseline Trinity’s mobilisation plan to reflect the final contract position and agreed implementation programme.
  • Drive execution of Trinity mobilisation activities through design, build, integration, testing, people readiness and operational readiness, while functional leads retain accountability for specialist deliverables.
  • Coordinate handover of completed and outstanding mobilisation actions into live service, ensuring clear ownership, documentation, support arrangements and ongoing responsibilities.
  • Capture lessons learned and reusable mobilisation tools, templates and ways of working for future strategic programmes.

3. The location(s) where the services are to be performed

  • Predominantly remote, with attendance at Trinity’s London office and partner or government authority locations as reasonably required for mobilisation workshops, governance and delivery activity.

4. Reporting procedure

  • The Consultant will report to the Contract ELT Sponsor (or nominated delegate), with at least weekly progress meetings and written status updates. The Consultant will also participate in relevant Trinity and mobilisation governance for the wider bidder group and working forums as required.


5. Milestones and completion (subject to change)

  • By 31 October 2026: mobilisation structure, workstream ownership, integrated plan, resource/capacity view and initial RAID/dependency baseline established.
  • By contract award: Trinity’s key commitments, design gaps, partner dependencies and readiness requirements understood and reflected in the mobilisation plan.
  • By 31 January 2027: mobilisation launch-readiness assessment completed and Trinity ready to commence formal mobilisation from 1 February 2027, subject to contract award.
  • Following award: delivery against the agreed mobilisation plan and contractual implementation milestones, with plans re-baselined as required by the final contract and wider mobilisation programme.
  • If Trinity is not awarded the government contract, or the procurement does not proceed, Trinity may bring the assignment to an early close in accordance with the consultancy engagement terms.
