MBL Technologies is seeking an experienced Cybersecurity Program Manager to lead and oversee complex cybersecurity, cloud security, and information assurance initiatives supporting a large federal government client. This individual will provide program leadership, technical oversight, and strategic direction across cybersecurity architecture, engineering, cloud security, and system authorization efforts.

The ideal candidate is an experienced cybersecurity leader with a strong background managing large-scale federal IT and cybersecurity programs. This individual will serve as a trusted advisor to the client, translating business and security requirements into actionable technical solutions while ensuring successful program delivery and compliance with federal cybersecurity policies, standards, and frameworks.

Work Location: This position is primarily remote; however, the Project Manager must be available to attend occasional onsite meetings in the Washington, DC metropolitan area as required. 

Key Responsibilities: 

• Lead the planning, execution, and delivery of complex cybersecurity, cloud security, and information assurance programs supporting federal government environments.
• Provide strategic and technical leadership across cybersecurity architecture, security engineering, cloud security, systems engineering, development, and implementation efforts.
• Translate customer mission, business, and cybersecurity requirements into technical objectives and clearly communicate requirements to technical and program teams.
• Manage multidisciplinary teams responsible for IT and cloud design, security architecture, engineering, development, implementation, and ongoing security operations.
• Provide expertise and guidance on cybersecurity solutions and security architecture within federal and/or commercial environments.
• Lead and support federal Assessment and Authorization (A&A) and Authority to Operate (ATO) activities throughout the system lifecycle.
• Oversee cybersecurity architecture, engineering, and authorization activities in accordance with the Risk Management Framework (RMF) and Federal Risk and Authorization Management Program (FedRAMP) requirements.
• Ensure program activities align with applicable federal cybersecurity policies, processes, standards, and security requirements.
• Partner with government stakeholders, system owners, technical teams, and security personnel to identify requirements, address risks, and support mission objectives.
• Manage program schedules, resources, priorities, risks, dependencies, and deliverables to ensure successful execution.
• Provide executive-level program reporting, status updates, risk assessments, and recommendations to government and organizational leadership.
• Identify opportunities to improve cybersecurity processes, program performance, security posture, and operational effectiveness.

Required Experience, Skills & Qualifications: 

• Minimum of 10 years of Information Security experience, including at least 5 years of Cybersecurity and Cloud Security experience supporting a large government agency.
• Demonstrated expertise in program/project management, security architecture, and security engineering.
• Experience translating customer requirements into technical objectives and effectively communicating those requirements to multidisciplinary teams.
• Extensive experience managing IT and cloud design, cybersecurity, development, systems engineering, and implementation efforts.
• Demonstrated expertise implementing and managing security solutions within federal and/or commercial environments.
• Extensive experience with federal A&A and Authority to Operate (ATO) processes.
• Strong knowledge of cybersecurity architecture, engineering, and authorization requirements, including FedRAMP and RMF.
• Strong understanding of applicable federal cybersecurity policies, processes, standards, and frameworks.
• Demonstrated ability to lead complex technical programs and collaborate effectively with government clients, senior leadership, technical teams, and other stakeholders. 
• Ability to obtain and maintain a High-Risk Public Trust clearance. 

Education & Certification:

• Bachelor’s degree in business administration - Business Management, Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management, or a related field. 
• Certification in one or more of the following: Project Management Professional (PMP), Information Assurance Technician (IAT) Level III, Information Assurance Management (IAM) Level III, Information Assurance System Architects and Engineers (IASAE) Level III.
•  IAT III, IAM III, or IASAE III certification may be substituted for the relevant bachelor’s degree requirement or four years of relevant experience, as permitted by the position requirements. 

Preferred Qualifications:

• Experience leading cybersecurity programs for large federal agencies.
• Experience managing cloud security initiatives within complex federal environments.
• Strong knowledge of federal cybersecurity governance, risk management, compliance, and authorization processes.
• Demonstrated experience serving as a trusted advisor to federal clients and senior government stakeholders.
• Strong written and verbal communication skills, including the ability to communicate complex cybersecurity concepts to both technical and non-technical audiences.
