Job Description:

Business Oregon, the state’s economic development agency, is currently hiring an Infrastructure Program Coordinator (Program Analyst 3). Are you an experienced program professional who enjoys solving complex problems, improving how programs work, and making a meaningful difference in communities across Oregon?

Business Oregon is looking for a collaborative, solutions-focused Program Coordinator to help manage and strengthen state and federal infrastructure funding programs. In this role, you’ll work across programs that support the infrastructure needed for housing, water and wastewater systems, drinking water protection, and other critical community needs.

You’ll have the opportunity to shape program implementation, develop practical solutions, build strong partnerships, and help ensure public investments achieve meaningful results for Oregon communities. Underfill Option

The goal of this recruitment is to fill this position at Program Analyst 3 level. However, we encourage candidates who meet the minimum qualifications for the Program Analyst 2 level to apply. Underfill applicants must meet the Program Analyst 3 qualification within 36 months from date of hire.

Here’s what you will do:

Manage the day-to-day administration and implementation of assigned state and federal infrastructure funding programs.

Interpret and apply statutes, administrative rules, policies, regulations, and funding requirements to program and project activities.

Manage application and funding processes, including eligibility review, project readiness, awards, agreements, monitoring, reporting, and closeout.

Develop and maintain program procedures, guidance, forms, checklists, handbooks, tracking systems, and other tools that support consistent program delivery.

Evaluate program operations and identify opportunities to improve efficiency, compliance, accessibility, customer experience, and service delivery.

Analyze program, project, and financial data to monitor performance, identify trends and issues, and develop recommendations for improvement.

Provide technical assistance, guidance, and training to Regional Project Managers and other internal partners on program requirements and processes.

Build and maintain collaborative relationships with internal teams, state and federal agencies, local and Tribal governments, utilities, community organizations, and other infrastructure partners.

Minimum Qualifications:

Program Analyst 3 Option:

A bachelor’s degree in business or public administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years’ experience coordinating or administering a program

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Program Analyst 2 option (underfill):

A bachelor’s degree in business or public administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years’ experience coordinating or administering a program

Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Program Administration. Experience administering complex programs, including implementing program requirements, coordinating activities and priorities, monitoring performance, and supporting programs through implementation and closeout.

Program and Project Evaluation. Experience evaluating programs, projects, or processes; interpreting statutes, rules, policies, or funding requirements; identifying issues or barriers; and developing practical recommendations for improvement.

Research and Documentation. Experience researching and analyzing complex information and developing clear procedures, guidance, tools, or other resources to support consistent program implementation.

Financial, Grant, or Contract Administration. Experience administering grants, loans, contracts, or other funding agreements, including monitoring project and financial activities, reviewing documentation, and ensuring compliance with applicable requirements.

Communication and Collaborative Partnerships. Experience communicating complex information clearly to a variety of audiences and developing and maintaining collaborative working relationships with internal teams, state and federal agencies, local and Tribal governments, and other partners.

The mission of the Oregon Business Development Department, dba Business Oregon, is to invest in Oregon businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy.

The Economic Development Division (EDD) promotes business and economic development opportunities by removing barriers to business growth and job creation/retention and meeting community infrastructure investment needs. The EDD division provides services that assist Oregon businesses, local governments, Tribal governments, and communities in accessing state incentive programs and economic development resources for both the public and private sectors. Programs and assistance include business finance, infrastructure financing, broadband development, global trade assistance, and other community and economic development initiatives. Recruitment Officers, Regional Development Officers, Regional Project Managers, Global Trade Specialists, analysts, program specialists and coordinators, and loan officers work collectively in partnership with Oregon businesses and local communities to achieve the State’s economic development goals.

The Economic Development division is comprised of Business Services, Infrastructure and Program Services, and Innovation and Business Resources. This position is housed within the Infrastructure and Program Services section of the EDD.

This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS, after an initial six-month waiting period.
