Job description

Overview:

Edgewater Federal Solutions is seeking a highly qualified Principal Programmer to support the Department of Energy's Waste Isolation Pilot Plant (WIPP) program. In this fully remote role, you will serve as the lead software and database developer for the WIPP Waste Data System (WDS). You will be responsible for the full software development lifecycle, including requirements analysis, design, development, and testing, while collaborating seamlessly with distributed technical teams and existing software development subcontractors. Travel to Carlsbad, New Mexico for face-to-face technical meetings up to twice per year.

Responsibilities:

Responsibilities include, but are not limited to the following:

  • Full Lifecycle Software Development: Perform requirements analysis, project completion estimates, system design, software/database development, testing, and implementation for the WDS.
  • Application Modernization & Maintenance: Implement changes to the current WDS, CH-TRAMPAC / CH-TRUCON, RH-TRAMPAC / RH-TRUCON, TRUPACT-III, and Barcode applications based on updated regulatory and packaging documents.
  • Database Migration & Dashboards: Lead the conversion of the existing Transportation database application to the WDS platform, deploying all screens and reports under the new WDS Transportation Dashboard.
  • Custom Module Development: Architect and create a new VDRUM application module within the CTMA framework to calculate Flammable Volatile Organic Compound (FVOC) Drum Age Criteria (DAC), Concentration Multipliers (CMs), and Prediction Factors (PFs).
  • Database Administration Support: Serve as the backup Database Administrator to assist with issues and query development in an Oracle RDBMS environment.
  • System Enhancements: Modify Chemical Compatibility functionality in the WDS to support the AK, Waste Characterization, and Packaging groups, and add new waste packaging types to the system.
  • Collaboration & Communication: Work remotely from your own location while attending regular teleconferences for Change Control and technical support meetings. Travel to Carlsbad, NM for face-to-face technical meetings up to twice per year.
  • Quality Assurance: Ensure all deliverables adhere to WIPP Program quality assurance requirements, the ISL Software Quality Assurance plan, and applicable IEEE frameworks.
Qualifications:

  • Five years of experience as a proven professional background operating as a Principal Programmer, Lead Developer, or Senior Software Engineer handling complex application and database modernization tasks.
  • Technical Environment & Tool Proficiency: Demonstrated expert-level proficiency in the WDS technology stack, specifically:
    • Languages: Java, HTML, Java Server Pages (JSP), JavaScript, CSS.
    • Databases: Oracle RDBMS, with strong required expertise in SQL and PL/SQL programming.
    • Servers: Apache Tomcat Web Server and Microsoft Windows Server operating systems.
    • Development Tools: Eclipse IDE, Jaspersoft iReport, and Matrix software (for problem reports, change requests, and testing documentation).
  • Technical Documentation: Demonstrated ability to independently develop level-of-effort estimates, requirements lists, design documentation, and comprehensive test plans.
