Perm Role
The Senior Category Sourcing Manager - Life Sciences leads development and implementation of systemwide Life Sciences category strategies, including category management, strategic sourcing, contract management, supplier relationship management, utilization management and demand management. Working with a high degree of autonomy under the Life Sciences Systemwide Sourcing Director, the role implements sourcing strategies that leverage approximately $300-$800 million in annual category spend, produces strong supplier contracts and relationships, analyzes spend and market conditions, maintains a sourcing/project pipeline, tracks ongoing savings, and develops category-specific knowledge and leading practices.
The position is headquartered at UCOP but may be located at a UC campus. Travel to campus sites other than the employee's primary location is approximately 20%. External candidates may be considered for the campus nearest to them, but the employee must reside in California.
Responsibilities:
Category Sourcing - 30%
• Independently implement systemwide strategic sourcing opportunities and strategies that meet University needs and leverage $300-$800 million in annual category spend.
• Analyze spend by category using appropriate business metrics and modify category strategies in response to new opportunities or changing business needs.
• Develop and maintain a forecasted sourcing/project pipeline, prioritize initiatives, track significant ongoing savings and execute against plan.
• Maintain category-specific knowledge of leading practices and trends.
• Analyze Life Sciences products and market opportunities; establish and lead systemwide stakeholder teams to gather requirements and input throughout project phases.
• Lead development of procurement plans and strategies supporting forecasted needs of complex categories.
Systemwide Category Management - 25%
• Work in a virtual team through all aspects of sourcing initiatives, including RFI/RFQ/RFP development, data collection and analysis, market research, proposal/quote evaluation, negotiation, contract execution and implementation. Initiatives may have benefit potential above $500,000 per year.
• Ensure sourcing agreements provide favorable pricing, terms, conditions, rebates and other value based on internal factors, external market conditions, and category/subcategory strategy.
• Coordinate contract review for financial terms, usage restrictions and procedures, intellectual property rights, service terms, University liability, sustainability goals, University policies and applicable legal guidelines.
Analytics - 25%
• Use electronic systems for spend analytics, online bidding events, award management, user adoption and supplier performance through integrated contract-management software.
• Research, track and anticipate industry, cost and best-practice benchmarks for key commodities; promote understanding and utilization of UC agreements to reduce cost.
• Coordinate with the UC community to maximize participation in systemwide programs and resolve agreement or supplier-performance issues.
• Administer systemwide strategic sourcing contracts from award through termination to ensure compliance; monitor implementation, supplier performance and customer satisfaction.
• Support procurement policies and procedures; identify continuous-improvement opportunities and internal/external risks; contribute to mitigation strategies.
• Develop reporting and analyze spend, contract pricing and/or payment data to support sourcing and planning.
• Monitor procurement metrics for centrally managed categories and address below-target performance; identify Life Sciences market trends, M&A activity and nationwide best practices.
Project Leadership - 20%
• Lead strategies for cost reduction, supplier consolidation, quality improvement and process efficiency.
• Lead negotiation of category purchase agreements using advanced knowledge of market conditions, pricing and terms.
• Serve as a strategic sourcing leader and advisor to Life Sciences sourcing personnel across UC premises and lead regular cross-campus meetings.
• Make supplier-selection recommendations for complex categories in accordance with sourcing policy and legal compliance.
Experience
• Minimum 8 years of experience in strategic sourcing, supply chain management, procurement, or related experience such as Global 1000 enterprise sales or product management.
• Demonstrated high-level product/service expertise, including leading negotiations for the Life Sciences category.
Skills and Abilities:
• Build and maintain credibility as a category expert with key stakeholders; work collaboratively, build consensus and lead stakeholder teams and multi-party negotiations.
• Knowledge and experience with proven negotiation methods and the ability to critically analyze negotiations.
• Advanced cost modeling and financial analysis, or mathematical modeling of large data sets, including methods such as regression analysis or linear programming.
• Develop opportunity assessments, category profiles and strategic sourcing plans.
• Lead and advise cross-organization workgroups; strong customer service, interpersonal, written and verbal communication skills, including presentations to clients, stakeholders and leadership.
• Microsoft productivity applications, including at least 3 years preparing spreadsheets for analytical purposes.
• Analyze problems, evaluate potential solutions and make timely recommendations; effectively address issues as they occur.
• Excellent organization, meeting facilitation and decision-making skills.
• Understand complex University policies and state/federal laws governing acquisitions.
• Knowledge of the category field in higher education or other highly decentralized organizations, including suppliers, distribution models, products and equipment.
• Knowledge of business and delivery models such as research cores, centralized warehousing and storehouses, where applicable.
• In-depth knowledge of strategic sourcing policies, practices, systems and sourcing commodities/categories.
• Advanced ability to independently gather, organize and perform financial analysis; advanced listening and concise communication skills.
• Bachelor's degree in a related area is required.
• CPM or CPSM certification is preferred.
