Business Data Governance Analyst
Location: Remote, but Oakland, CA, Rancho Cordova, CA or Alpharetta, GA locations are preferred for occasional in-person activities

Position Summary
The Business Data Governance Analyst will lead business-side efforts within the organization's broader Data Governance program, focusing specifically on data archival, purging, retention, and disposition practices. This role serves as the critical bridge between business stakeholders and technical teams, translating business requirements into actionable data lifecycle policies while ensuring compliance with regulatory, contractual, and organizational retention obligations.
This is not a technical data engineering role — the ideal candidate is a strong communicator and requirements gatherer who thrives in stakeholder conversations, can navigate ambiguity across business units, and can drive consensus on data retention decisions that affect claims, membership, provider, and member data across the enterprise.
Key Responsibilities
- Lead discovery sessions with business stakeholders (Claims, Compliance, Legal, Member Services, IT) to gather and document requirements for data retention, archival, and disposition policies
- Translate business needs into clear, actionable data lifecycle management requirements for technical teams to implement
- Partner with Legal and Compliance to ensure retention schedules align with HIPAA, county insurance regulations, and contractual obligations specific to dental insurance data
- Develop and maintain data retention schedules, archival policies, and disposition/purge criteria across structured and unstructured data sources
- Facilitate cross-functional working sessions to resolve conflicting retention requirements between business units
- Document current-county data lifecycle practices and identify gaps against target-county governance policies
- Serve as a liaison between business owners and technical/data teams during implementation of archival and purge initiatives
- Support audit and compliance requests related to data retention and disposition
- Track and report on data lifecycle policy adoption and compliance across the organization
- Maintain data governance documentation, including retention matrices, policy decisions, and stakeholder sign-offs
Required Qualifications
- 3+ years of experience in data governance, business analysis, or a related field, with direct exposure to data retention, archival, or disposition initiatives
- Demonstrated strength in requirements gathering — able to run effective stakeholder interviews and translate business language into governance requirements
- Excellent verbal and written communication skills; comfortable presenting to both business and technical audiences
- Working knowledge of data lifecycle management concepts (retention, archival, purging, disposition)
- Experience working within a regulated industry (healthcare, insurance, or financial services strongly preferred)
- Strong facilitation and stakeholder management skills across cross-functional teams
- Familiarity with data governance frameworks and policy documentation practices
Preferred Qualifications
- Experience specifically within dental, health, or other insurance lines
- Experience with data governance Tool selection
- Familiarity with HIPAA and county-level insurance data retention regulations
- Prior experience supporting compliance or internal/external audit processes related to data retention
- Exposure to data governance tools (e.g., Collibra, Informatica, or similar) — hands-on technical configuration not required, but conceptual familiarity is a plus
What This Role Is NOT
- Not a data engineering or ETL development role
- Not focused on data quality, MDM, or metadata cataloging as a primary function
