Job description

ITCON Services is seeking a Business Process Analyst to support a Records Management Business Transformation initiative for the National Science Foundation Office of Inspector General (NSF OIG). The analyst will support the assessment, design, implementation, and continuous improvement of enterprise records management policies, business processes, governance structures, and technology modernization activities that strengthen organizational compliance and operational effectiveness.

Working closely with a Digital Transformation Strategist and federal stakeholders, the Business Process Analyst will facilitate stakeholder engagement activities, analyze current-state operations, document business requirements, support records inventories, develop governance and policy artifacts, and assist with organizational change management and workforce adoption initiatives.

Key Responsibilities

  • Conduct stakeholder interviews, workshops, and business process discovery sessions to document current-state operations and identify opportunities for improvement.
  • Support records inventories, records lifecycle analyses, records classifications, and records management assessments across investigative, audit, administrative, and executive business functions.
  • Analyze and document business processes, workflows, requirements, user stories, use cases, and operational procedures.
  • Prepare business process maps, swimlane diagrams, gap analyses, findings reports, recommendations, and transformation roadmaps.
  • Support the development of records management governance structures, policies, procedures, standards, and operational guidance.
  • Facilitate stakeholder engagement sessions, working groups, design workshops, and governance meetings.
  • Assist with records management technology assessments, requirements gathering, and implementation planning activities.
  • Support Organizational Change Management (OCM) efforts including communications planning, stakeholder analysis, readiness assessments, and adoption activities.
  • Develop training materials, job aids, standard operating procedures, presentations, and end-user documentation.
  • Assist with records schedule development, records remediation activities, and records management compliance initiatives.
  • Track project actions, risks, issues, decisions, and stakeholder feedback.
  • Support performance measurement, compliance monitoring, program reporting, and continuous improvement efforts.
  • Collaborate with federal stakeholders, technical teams, records management professionals, and project leadership to ensure successful delivery of transformation objectives.

Required Skills and Qualifications

  • Demonstrated experience supporting business process analysis, organizational transformation, records management, information governance, or related consulting engagements. Bachelor's degree or equivalent combination of experience, training, and certifications preferred.
  • 5+ years of experience supporting business process improvement, organizational transformation, records management, information governance, digital modernization, or management consulting initiatives.
  • Experience conducting stakeholder interviews, business process analyses, requirements elicitation, and workflow documentation.
  • Strong written and verbal communication skills with experience preparing professional reports, presentations, and executive briefings.
  • Experience facilitating workshops, meetings, focus groups, or stakeholder engagement activities.
  • Knowledge of federal business operations, governance processes, and organizational change initiatives.
  • Proficiency with Microsoft Office Suite, Microsoft Teams, Visio, and collaboration platforms.
  • Ability to work independently while managing multiple priorities in a dynamic client environment.
  • U.S. Citizenship and ability to obtain and maintain required government suitability determinations.

Desired Skills and Qualifications

  • Experience supporting USDA, FPAC, or multi-agency IT environments.
  • Knowledge of EVM concepts and portfolio management tools.
  • SharePoint or collaboration tool experience.
