Join Us as a HR Business Partner, Embedded Consultant
ORBCOMM is seeking an experienced Human Resources Business Partner Consultant to provide strategic HR advisory services to our SKYWAVE business unit and Finance and Human Resources organizations.
This consulting engagement is ideal for a commercially minded HR leader who can quickly understand business priorities, provide credible executive counsel, and translate strategy into practical organizational, talent, and workforce actions. The successful consultant will bring strong business acumen, sound judgment, and experience advising senior leaders through organizational growth, transformation, and complex people decisions. This is not an operational role.
About the Engagement
As a Human Resources Business Partner Consultant, you will serve as a trusted advisor to the President and Chief Operating Officer of SKYWAVE, Chief Financial Officer, and Chief Human Resources Officer.
You will provide strategic guidance on organizational effectiveness, workforce planning, leadership capability, talent strategy, and organizational change. The engagement spans a diverse portfolio of business and functional leaders, requiring the ability to quickly assess priorities, identify opportunities and risks, and develop practical recommendations that support business objectives.
This is a fully embedded consulting engagement anticipated at approximately 20–30+ hours per week for an initial period of six months or longer. Candidates may be based remotely across the Eastern time zones of the United States or Canada. Preference will be given to individuals located in or near Ottawa, Ontario, to support collaboration with ORBCOMM's SKYWAVE business. Periodic in-person meetings in Ottawa may be required based on business needs.
What You'll Do
Executive Partnership & People Strategy
- Provide strategic HR counsel to both the President and COO of SKYWAVE, CFO, and CHRO.
- Build a strong understanding of business and functional priorities and proactively identify organization, talent, leadership, and workforce considerations.
- Translate business plans into focused people priorities with clear actions, milestones, ownership, and measures of success.
- Provide independent perspective and constructive challenge on complex people and organizational decisions.
Organization Design & Workforce Planning
- Advise on organization design, workforce planning, capability requirements, role clarity, spans and layers, location strategy, and restructuring initiatives.
- Evaluate organizational structures against business strategy, financial priorities, and future capability requirements.
- Support leaders through organizational changes and operating model decisions.
- Develop practical recommendations that balance organizational effectiveness, workforce capability, and cost considerations.
Leadership, Talent & Succession
- Coach executives and senior leaders on leadership effectiveness, team dynamics, accountability, decision rights, and organizational performance.
- Support talent and succession reviews, including identification of critical roles, bench strength, retention risks, and development priorities.
- Translate talent discussions into actionable development, retention, succession, and hiring plans.
- Support leaders in strengthening goal setting, performance differentiation, feedback, calibration, and accountability.
Transformation & Change
- Support the people aspects of business transformation, organizational change, restructures, and other high-impact initiatives.
- Develop approaches for stakeholder alignment, communications, change readiness, and adoption.
- Use employee feedback, business insight, and leadership observations to identify organizational health risks and recommend targeted actions.
- Help leaders translate transformation priorities into practical and sustainable organizational changes.
People Analytics & Executive Decision Support
- Analyze workforce, talent, engagement, and financial data to identify trends, risks, and opportunities.
- Translate complex people and business information into concise executive insights and actionable recommendations.
- Support workforce and organizational decisions with data-driven analysis.
- Develop executive-ready materials and recommendations as required.
Strategic HR Advisory
- Provide counsel on complex and sensitive employee, leadership, and organizational matters in partnership with Legal, HR leadership, and appropriate regional resources.
- Partner across Talent Acquisition, Total Rewards, Learning & Development, HR Operations, and regional HR resources to ensure appropriate HR expertise is brought to business priorities.
- Support the CHRO and HR leadership team on HR organizational effectiveness, talent, succession, structure, capabilities, and ways of working.
- Maintain appropriate discretion and confidentiality across executive and organizational matters.

- Each supported client group has clear people priorities aligned with business and financial objectives.

- Transformation and organizational change initiatives have clear people strategies and effective leadership follow-through.
- HR resources and expertise are effectively coordinated across the supported organizations.
Who You Are
You're a commercially minded, pragmatic HR leader who earns credibility through sound judgment, preparation, candor, and results. You're comfortable advising senior executives, navigating ambiguity, challenging assumptions constructively, and quickly moving from assessment to action.
If you have:
- 10+ years of progressive Human Resources experience, including substantial experience as a strategic HR Business Partner supporting executives and senior leadership teams.
- Demonstrated success partnering with business unit or P&L leadership and complex corporate functions.
- Experience within a global technology, IoT, SaaS, hardware, or similarly dynamic environment preferred.
- Strong business and financial acumen with the ability to connect growth, revenue, margin, workforce cost, productivity, and investment decisions to people strategy.
- Deep experience in organization design, workforce planning, talent and succession, executive coaching, performance management, and change leadership.
- Demonstrated ability to influence senior executives through insight, sound judgment, and constructive challenge.
- Experience navigating complex and sensitive employee and organizational matters with discretion.
- Strong analytical capabilities with the ability to translate business and workforce data into executive-level insights and recommendations.
- Experience working across countries, cultures, and matrixed organizations.
- Exceptional communication, facilitation, and relationship-building skills with a practical and execution-oriented approach.
- Proficiency with HR information systems, workforce analytics, and Microsoft Office tools.
- Bachelor's degree in Human Resources, Business Administration, or a related field; advanced degree or recognized HR designation preferred.
- Leverage AI-enabled tools and automation to support daily tasks and productivity.
