Position Summary

Dhaka Technologies Limited Company is hiring a Municipal Grant Strategist and Grant Writer on behalf of the client, to serve as the lead consultant on a multi year grant strategy and writing engagement. The consultant will function as an extension of City staff, developing a comprehensive citywide grant strategy aligned with the City’s Strategic Plan and Capital Improvement Program, identifying and monitoring competitive federal, state, and regional funding opportunities, leading the development and submission of grant applications across infrastructure, transportation, public safety, housing, parks, and community services, advocating for the City’s applications with funding agencies, and supporting post award reporting and compliance. The role is remote with availability during Pacific business hours and periodic in person meetings in Dublin, California. The consultant will be the named Project Manager and primary point of contact in the proposal and will be supported by a DTLC research, drafting, and reporting team.

Key Responsibilities

  • Conduct a detailed orientation with City departments to understand organizational priorities, programs, capital projects, and funding needs, and develop a comprehensive citywide grant strategy with strategic funding plans for large scale infrastructure projects that identify target sources, timelines, and priorities.
  • Identify, research, and monitor competitive federal, state, and regional grant opportunities on an ongoing basis, evaluate fit against City priorities, and notify City staff of relevant prospects with clear go or no go recommendations.
  • Establish accountabilities and a shared timeline for each pursued application, provide City staff with an overview of full application requirements including eligibility, forms, and attachments, and coordinate technical project details with City staff, engineers, and subject matter experts.
  • Draft complete, compliant, and competitive grant applications in accordance with funder guidelines and City priorities, incorporate City feedback and revisions, and manage final submission through the applicable grant portals by the deadline.
  • Provide funding advocacy on the City’s behalf, including outreach and follow up with program officers during review, responses to agency questions and clarifications, coordination of letters of support, and participation in meetings with funding agencies.
  • Provide post award grant administration and compliance support for grants secured under the engagement, including assistance with reporting requirements and communications with awarding agencies, and conduct comprehensive follow up on unsuccessful applications including debrief requests and identification of resubmission or alternative funding options.
  • Lead monthly meetings with City staff and deliver monthly written status reports covering all opportunities researched, applications in development, submissions, awards, declines, work completed, and time allocated to each pursuit, and maintain organized records accessible to the City on request.
  • Serve as the named Project Manager and primary point of contact for the City’s contract manager, and direct the work of DTLC’s supporting research, drafting, and reporting staff.

Required Qualifications

  • Documented track record of securing competitive federal, state, and regional grant funding for municipal or other local government clients, with specific awards, funding programs, and dollar amounts that can be cited in a proposal and verified by references.
  • Minimum of five years of professional experience in grant strategy, grant writing, or public funding advocacy for cities, counties, special districts, or comparable public agencies.
  • Working knowledge of federal grant programs relevant to local government (for example, USDOT, HUD, FEMA, EPA, and DOJ programs) and of California state and regional funding programs administered by agencies such as Caltrans, HCD, CalOES, the Strategic Growth Council, MTC, and the Alameda County Transportation Commission.
  • Ability to provide at least two professional references from public agency clients for grant work completed within the last five years.
  • Excellent writing, editing, and project management skills, with the ability to manage multiple concurrent application deadlines.
  • Availability during Pacific Time business hours, with the ability to attend periodic in person meetings in Dublin, California.
  • Must be authorized to work in the United States.

Preferred Qualifications

  • Prior grant work for cities in the San Francisco Bay Area or the Tri Valley, or familiarity with Alameda County regional funding processes.
  • Experience developing citywide or departmental grant strategies and multi year funding plans, not only individual applications.
  • Experience with post award grant administration, including performance and financial reporting, reimbursement requests, and closeout.
  • Experience with benefit cost analyses, transportation and infrastructure applications, or housing and community development programs.
  • Bachelor’s degree in public administration, public policy, planning, communications, or a related field; a master’s degree or Grant Professional Certified (GPC) credential is a plus.
