As a QIO, HSAG works to improve the effectiveness, efficiency, economy, and quality of services delivered to Medicare beneficiaries. As an EQRO, HSAG conducts health plan-specific reviews of quality of care, timeliness, and access to services provided to beneficiaries in managed care, behavioral health, and prepaid inpatient health plans for Medicaid programs across the country. There is a QIN-QIO representing each state within a QIN region. HSAG is the QIN-QIO for Arizona and California. At its headquarters in Arizona, HSAG has three divisions: the Federal Division, responsible for Medicare work under a federal contract; the State & Corporate Services Division, responsible for Medicaid quality review work; and the Survey, Research & Analysis Division, which offers outcomes measurement, satisfaction surveys, and quality improvement interventions. It is HSAG’s mission to be a positive force in health care by providing helpful information and quality expertise to those who deliver and those who receive health services.

Summary

With direction, oversees designated projects through various stages, including requirements gathering, project design, project planning, initiation, implementation, monitoring, and completion. Responsibilities include collecting and organizing data; conducting assessment and analysis to support project objectives; developing and maintaining project plans, timelines, and status updates; monitoring progress against established milestones; coordinating with internal teams, external partners, subcontractors, and other stakeholders; facilitating meetings and follow-up activities; and preparing clear written reports, summaries, and other project deliverables.

Essential Competencies, Duties and Responsibilities

Under supervision:

  • Manage assigned Medicaid, EQR, compliance, quality improvement, and technical assistance projects through established project methodologies and guidance.
  • Develop, maintain, and track project workplans, timelines, task assignments, deliverables, and action items to ensure contractual requirements are met.
  • Coordinate project activities with internal staff, subcontractors, health plans, providers, and state agency partners to support successful project execution.
  • Conduct document reviews, compliance reviews, interviews, validation activities, and other project tasks in accordance with federal, state, and contractual requirements.
  • Prepare drafts of reports, findings, workplan updates, presentations, meeting materials, and other project deliverables.
  • Monitor project progress and identify risks, barriers, schedule concerns, and resource needs, escalating issues when appropriate.
  • Facilitate routine meetings, conference calls, interviews, and project discussions, ensuring documentation of decisions and follow-up activities.
  • Support corrective action plan monitoring, issue tracking, and follow-up activities related to compliance reviews and quality studies.
  • Collaborate with team members to ensure projects remain on schedule, within scope, and aligned with client expectations.
  • Apply knowledge of Medicaid managed care requirements, EQR protocols, quality improvement principles, and state-specific program requirements to assigned work.
  • Build effective working relationships with clients, health plans, subcontractors, and internal partners through professional and responsive communication.
  • Ensure assigned deliverables are accurate, complete, timely, and consistent with HSAG standards and contractual requirements.
  • Contribute ideas for improving project processes, tools, workflows, and quality while supporting implementation of established best practices.
  • Manage multiple assignments simultaneously, prioritize competing demands, and consistently meet established deadlines.Represent HSAG in a professional manner, at all times.

Education and/or Experience

  • Bachelor’s degree required. Master's preferred.
  • Must have project management experience developing and managing projects and timelines for multiple activities.

Other Qualifications

  • Excellent oral and written communication and interpersonal skills.
  • Experience in EQR activities preferred.
  • Experience and knowledge of Medicaid, managed care delivery systems, and quality improvement processes and practices.
  • Familiarity with Windows environment, specifically Word documents and Excel spreadsheets.
