Program Manager – Telecommunications Service Support Team (TSST)

Work Location – Remote, (DISA treats remote network access as an alternative work site flexibility rather than a contractual guarantee, allowing work at assigned or other designated locations).
Scott Air Force Base, Illinois proximity is preferred.

Security Clearance – U.S. Citizenship Required; Must possess an active or interim Tier 1 (T1) National Agency Check with Inquiries (NACI) eligibility at the time of performance start.

Experience – 8+ Years of IT experience, with targeted expertise in Federal/DoD IT or telecommunications program management.

Pay Range – $50.00 - $57.00 per hour (W-2)

Length – 1-year base interval, with up to 4 optional years (November 6, 2026 – November 5, 2031).

Requirement – A signed Letter of Intent (LOI) must be executed before candidate submission to the Government.

Objective Summary
We are seeking an enterprise Program Manager to direct the Chameleon Telecommunications Services Support Team (TSST) in support of the DITCO Transition Program Management Office (PMO). This critical position holds principal accountability for directing a 25-person workforce responsible for the continuous, seamless transition of over 551,000 DoD service instance records from expiring contracts (such as GSA NETWORX, WITS 3, and Regional contracts) to newer vehicles, including the GSA Enterprise Infrastructure Services (EIS) contract and Commercial Voice Services (CVS) Blanket Purchase Agreement (BPA). The ideal candidate must possess an extensive professional chronology demonstrating 8+ years of IT experience. This timeline should showcase strong leadership across Firm-Fixed-Price (FFP) service contracts, workload distribution, quality assurance, risk mitigation, and top-level executive briefing support within highly secured federal parameters.
This expert will serve as Chameleon’s primary interface with Government program and contracting personnel, ensuring uninterrupted staffing levels and zero mission degradation during large-scale network transitions.

Mandatory Compliance Metrics
Candidates must satisfy these strict gates to ensure a successful Government onboarding determination:
  • Resume must explicitly reflect a Bachelor's degree in Computer Information Systems, Business Administration, or a related field, alongside 8+ years of total IT experience.
  • Must possess a verified, active or interim Tier 1 (T1/NACI) adjudication visible within DISS at contract start.
  • Must be fully available to lead the workforce and attend Government meetings scheduled between 8:00 a.m. and 4:30 p.m. Central Standard Time (CST), Monday through Friday, with a flexible posture to support evening transition cutovers or emergencies.
  • Must sign a formal Letter of Intent (LOI) authorizing submission of their credentials for this specific DISA/DITCO contract opportunity.
Principal Responsibilities
  • Direct overall performance of the 25-person TSST workforce, actively managing work distribution, supervising contractor personnel, and maintaining full staffing levels across all transition phases.
  • Serve as the principal interface between corporate delivery teams, the DITCO Transition PMO, DoD agencies, telecommunications contractors, and oversight bodies.
  • Provide direct technical and operational support to the DoD Program Manager, including the development of executive briefing slides, management charts, and progress reports.
  • Formulate, implement, and maintain a comprehensive, contract-wide Quality Assurance Plan to oversee all data validation, tracking database accuracy, and service order processing.
  • Oversee the systematic tracking and QA/QC of approximately 70,000 total transition actions (35,000 Starts / 35,000 Discontinues) to prevent billing anomalies or service gaps.
  • Maintain and monitor the program Risk Register, implementing proactive mitigation strategies and executing the capture and delivery of formal Lessons Learned Reports upon transition milestones.
  • Guide the ongoing modification of the Transition Strategy and Management Plan (TSMP) and review individual agency transition plans to assess feasibility and resolve alignment conflicts.
  • Enforce strict compliance with corporate and federal policies, ensuring all monthly deliverables (including Monthly Progress Reports, Risk Registers, and NDA Status Reports) are delivered on time.
Core Data & Architecture Capabilities
  • Advanced understanding of large-scale telecommunications inventories, data-quality validation rules, and multi-source database reconciliation.
  • Familiarity with Government telecommunications registries and systems, utilizing data from systems like GSA E-Morris, TIBI, TBI, TCOSS, DISA StoreFront, SOrder Entry, or WWOLS to maintain data integrity.
  • Functional knowledge of transition tracking software frameworks, utilizing databases to isolate, extract, and report program status dynamically by agency name, site location, and cutover date.
  • Strategic oversight experience governing data analytics workflows that process service quantities, usage metrics, billed amounts, and customer contact criteria.
Governance, Clearance & Government Infrastructure
  • Comprehensive mastery in safeguarding unclassified Controlled Technical Information (CTI) and Controlled Unclassified Information (CUI) in strict compliance with DoDI 5200.48 and DoD Instruction 8582.01.
  • Direct experience operating within federal defense acquisition environments, governing contract delivery parameters, and overseeing DFARS Clause 252.204-7012 and Cyber Threat Security Plan implementation.
  • Strict adherence to defense security protocols, ensuring all personnel maintain active compliance with Continuous Evaluation criteria within the Defense Information System for Security (DISS).
Preferred Domain Expertise
  • Direct incumbent experience supporting the DISA/DITCO Telecommunications Service Support Team (TSST).
  • Deep functional understanding of modern DoD network transport technologies, including MPLS, Ethernet, Optical Wavelengths, Dark Fiber, IP VPNs, VoIP, and satellite/wireless services.
  • Prior experience authoring or technical reviewing complex defense acquisition artifacts, such as Performance Work Statements (PWS), Bid Models, or Independent Government Cost Estimates (IGCE).
