Job description

Job Summary:

Aptive is seeking a dynamic, highly motivated, self-starting Consulting Project Manager to support our Electronic Health Record Modernization (EHRM) efforts under our Rapid Decision Making Contract with the Department of Veterans Affairs (VA). This role is essential to the delivery of high-quality, timely training and reinforcement materials that support end-user education and awareness across VHA, and it leads coordination and execution of activities within the Tiered Hub Process (THP) team. The ideal candidate is a detail-oriented, execution focused consultant with strong project management, communication, research, analysis, and executive presentation abilities. This individual will collaborate closely across subject matter experts (SMEs), training leads, and project managers to deliver visually aligned, accurate, and audience-focused content that meets VHA and CPMO standards.

Primary Responsibilities:
  • Lead and coordinate evaluation and data-driven decision-making activities, including defining measures of success, tracking performance, and supporting implementation of those frameworks.
  • Serve as a project manager for assigned workstreams, ensuring alignment across teams, tracking dependencies, and driving execution to completion.
  • Plan and execute work within a scaled Agile (SAFe) cadence: author features and user stories, maintain backlog health, support PI Planning and sprint reviews, and manage carryover and cross-team dependencies.
  • Build, validate, and maintain performance metrics and operational dashboards; translate ticket, workflow, and facility-level data into findings leadership can act on.
  • Contribute across multiple functional areas (e.g., evaluation, engagement, training, and operations) to support overall program delivery and priorities.
  • Develop clear, visually compelling presentations and supporting materials that adhere to client branding and style guidelines.
  • Collaborate closely with project leads, trainers, and facilitators to clarify messaging objectives, iterate content based on stakeholder feedback, and ensure materials meet defined learning objectives and resonate with end-user needs, particularly related to education and behavior reinforcement.
  • Facilitate working sessions, office hours, and cross-team forums with clinical, informatics, and technical partners, and brief senior stakeholders directly.
  • Produce high-quality, executive-ready deliverables such as memoranda of agreement (MOAs), courses of action (COAs), concepts of operations, project plans, strategic plans, business rules, standard operating procedures (SOPs), and leadership presentations.
  • Manage tight deadlines and prioritize tasks independently.
Minimum Qualifications:
  • Bachelor's degree in a related field.
  • Minimum of 6 years of consulting experience, ideally with a top-tier management consulting/federal advisory firms, preferably supporting federal clients or large-scale process implementation, training, or communications programs. Additional preference given to EHR, EHRM, or clinical health experience.
  • Project Management Professional (PMP) certification required, or PMI eligibility met
  • SAFe Agile certification strongly preferred (e.g., SAFe Agilist, SAFe Scrum Master, SAFe Product Owner/Product Manager, Release Train Engineer, or SAFe Program Consultant), including familiarity with Jira, Jira Align, Mural, and other similar management tools.
  • Preferably, VA, VHA, or DoD experience with the Federal Electronic Health Record (FEHR), including familiarity with VistA/CPRS, Oracle Health, and VHA governance and escalation structures.
  • Advanced PowerPoint and Excel skills at an executive-deliverable standard, including building charts, trackers, and data-driven briefings without dedicated design or analyst support.
  • Strong research and synthesis skills; able to extract relevant content from complex sources and distill it into clear outputs.
  • Excellent written and verbal communication skills, with a demonstrated ability to translate complex concepts for general audiences.
  • Attention to detail, proactive mindset, and strong organizational skills.
  • Ability to work independently in a fast-paced, ambiguous environment with minimal direction.
  • Residence in the Washington, DC metro area is preferred to support periodic in-person client and team engagements.
  • Must be a U.S. citizen and able to obtain and maintain a VA Public Trust suitability determination
