We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety.

About the Opportunity 

We are seeking a highly commercial and strategic finance leader to join VicRoads as Senior Manager Corporate Analysis and Planning. This pivotal role sits at the intersection of finance, strategy and business performance, providing the financial insights and commercial advice that help shape key organisational decisions and drive long-term value.

Reporting to the Head of Corporate Analysis and Planning, you will work closely with senior leaders and executives across the business to influence strategic priorities, investment decisions and corporate initiatives. You will support and coordinate activities across a broad portfolio, including long-term forecasting, project and capital business partnering, corporate valuation, mergers and acquisitions (M&A), debt refinancing, strategy and business performance analysis.

Leveraging strong financial modelling, analytical and business partnering skills, you will translate complex information into meaningful insights that support sustainable growth and organisational success. This is a unique opportunity to make an enterprise-wide impact, partnering with stakeholders across the organisation to drive informed decision-making, optimise investment outcomes and support VicRoads' long-term strategic objectives.

Key Responsibilities:

  • Lead and coordinate the organisation's 5-year planning and forecasting process, partnering with senior leaders to align financial assumptions with business objectives.

  • Partner with business units across the full investment lifecycle, from long-range capital planning and prioritisation through to business case development and approval.

  • Act as a trusted advisor, providing commercial insights, constructive challenge and recommendations that improve business outcomes.

  • Review and assess investment proposals, considering strategic alignment, benefits, risks, project costs, technology dependencies and financial returns.

  • Develop, maintain and oversee complex corporate financial models and valuation analyses to support equity, debt and transaction-related activities.

  • Deliver scenario modelling, sensitivity analysis and financial insights that support informed decision-making.

  • Support debt refinancing, acquisitions, partnerships and other strategic transactions through financial modelling, valuation and due diligence activities.


About you 

You are a strategic and commercially minded finance professional with extensive experience partnering with senior stakeholders to influence business outcomes

You'll thrive in this role if you:

  • Have 10+ years' experience in senior finance, corporate finance, FP&A, corporate strategy, transaction services, consulting or similar roles within a complex organisation.

  • Hold a tertiary qualification in Finance, Accounting, Business or a related discipline, with postgraduate qualifications such as CA, CPA, CFA or MBA highly regarded.

  • Have significant experience leading long-term planning, budgeting and forecasting processes for large and complex businesses.

  • Bring strong expertise in financial modelling, corporate valuation and investment analysis, with exposure to M&A and debt refinancing activities.

  • Have experience developing and reviewing business cases, investment proposals and strategic initiatives.

  • Are highly proficient in Excel, PowerPoint and other tools required to support financial analysis, modelling and reporting.

  • Demonstrate strong commercial judgement and can assess risks, opportunities and business priorities to provide well-informed recommendations.

  • Are a strategic thinker who can see the bigger picture, anticipate stakeholder needs and align financial insights with organisational objectives.

  • Have experience leading projects, coordinating cross-functional stakeholders and developing capability within a team.
