JOB TITLE: Procurement Analyst – JCIS Support Contract

GOVERNMENT AGENCY: DOJ LESIS (Law Enforcement Services & Information Sharing)

POSITION INFORMATION: Full-Time Position; Government contractor supporting DOJ LESIS

LOCATION: Remote

POSITION TIMING: Position requires DOJ Public Trust clearance; candidate can start once complete (2-4 weeks)

Position Overview: ITC requires the service of a Finance and Procurement Analyst for our Department of Justice customer. Candidates should bring a combination of strong communication, analytical, and organization skills and experience in government procurement and budgets. The primary responsibility of this position is the submission of procurement documents, with follow-up to ensure placement. The secondary responsibilities of this position are asset management and assisting in the management of all budget-related activities to include budget recommendation, forecasting, and tracking procurements and labor, and invoice processing. The ideal candidate will be an experienced acquisition analyst with strong knowledge of the federal procurement and budget processes. The candidate should have at least 5 years’ total experience.

 

Department of Justice (DOJ) Office of the Chief Information Officer (OCIO) Law Enforcement Services and Information Sharing (LESIS) Section serves as the FBI Criminal Justice Information Services (CJIS) Systems Agency (CSA) for hundreds of DOJ, as well as other Federal and Tribal public safety agencies and entities. It is responsible for establishing and administering an information technology security program across its User Agencies while providing the technical capabilities to access national crime information systems for authorized criminal and non-criminal justice purposes.

Responsibilities:

RESPONSIBILITIES:

  • Provide support in the area of business administration and pre-procurement planning.
  • Develop, prepare and present terms and conditions in proposals related to the award of contracts.
  • Provide advice/recommendations and document preparation support in all areas of the acquisition pre-award phase. Acquisition pre-award support includes SOWs, PWSs, SOOs, Acquisition Strategy Support, Cost Estimates, Market Research, Quality Assurance Plans, and RFPs/RFQs.
  • Award/Selection Support: Provide support to technical offices in all types of source selections including formal, informal, and vendor screening processes.
  • Prepare, submit & track WCF (Working Capital Fund) procurement packages.
  • Coordinate with Service Owners to verify requirements, request and receive Quotes, prepare and submit 508 / 508 Exception, prepare and submit ITAR, prepare 186, submit package to SDS Budget.
  • Updating and maintaining departmental policies and procedures, ensuring all changes are accurately documented and incorporated into Standard Operating Procedures (SOPs).
  • Monitor and track outstanding procurement requests, including aging of items and status updates, and ensure timely follow‑up
  • Take full ownership of assigned procurements, maintaining up‑to‑date status information and serving as the primary point of contact for all related inquiries.
  • Proactively escalate delayed procurements to the appropriate stakeholders when thresholds or timelines are exceeded.
  • Effectively and routinely communicate procurement plans and status to team members, government management, and team management. This includes both the preparation and presentation of Procurement Actions status on a weekly basis, or as otherwise needed.
Qualifications:

REQUIREMENTS:

  • Demonstrated skill in obtaining and analyzing product and price data for contract negotiations and conducting comparative analysis of vendor terms and/or price quotations with historical data to develop recommendations on vendor selection, terms, or prices.
  • Experience with contract award, contract modifications, and/or subcontracts, developing, preparing, and presenting terms and conditions in bids or proposals related to the awards of contracts, and general administrative experience.
  • Experience with contract administration and its associated workload and documentation.
  • Knowledge of FAR and DFARS
  • 2 to 5 years of specialized federal government contracting experience.
  • Bachelor’s degree in accounting, Finance, Business or other related field.
  • Comfortable communicating with several federal government agencies and senior leadership
  • Well versed in procurement, labor tracking, and invoice processing
  • Strong Microsoft Office skills, especially Excel (pivot tables), PowerPoint, Teams
  • Ability to perform data research and validate data entries against applicable policies
  • Ability to work independently and be self-motivated
  • Ability to complete emergent tasks while maintaining current assignments
  • Possess skills in data analysis, budget analysis, and problem solving with the ability to summarize information in concise reports for utilization in presentations
  • Excellent Customer Interface skills
  • IT technologies knowledge

SECURITY CLEARANCE REQUIREMENTS:

Ability to obtain a DOJ public trust clearance; candidate selected will be subject to a Government Public Trust security investigation and must meet eligibility requirements for access to the customer's Current clearance is not required, but selected individual cannot start the assignment until the required security clearance is granted by the customer.

 

WORK ENVIRONMENT & PHYSICAL DEMANDS: Must be able to function in general office environment.
