POSITION OVERVIEW

The Cloud Brokerage SME / Solutions Architect owns the architecture, governance, and customer-onboarding scope of the NAVSUP BSC Cloud Brokerage in support of the Department of the Navy. This role is responsible for executing NAVSUP's transition to DoD-authorized Cloud Service Providers meeting FedRAMP and DoD Impact Level requirements; delivering the Cloud Governance Model, brokerage artifacts, and Business Case Analyses that govern how brokerage services are procured and implemented; performing suitability reviews and architectural design across SaaS, PaaS, and IaaS service models; and leading Mission Owner onboarding and migration into the NAVSUP AWS GovCloud (NAG) environment. Work is performed remotely from within the United States. This position requires an active Top Secret clearance
, privileged system access, and an IT-I security designation.


DUTIES AND RESPONSIBILITIES

  • Deliver Project Plans describing the technical, functional, and procedural activities required to execute all tasks and deliver all capabilities, including explicit management methods for quality assurance, software updates, problem notification and resolution, license agreements, professional services, and customer engagement methodologies
  • Deliver an Implementation Plan describing the architectural and technical approach, organizational resources, and management controls employed to meet cost, performance, and schedule requirements
  • Deliver weekly status reports detailing current licensing, software updates, known defects, upcoming enhancements, and professional service requirements
  • Execute NAVSUP's transition to the efficient and effective use of cloud-based services provided by DoD-authorized Cloud Service Providers meeting FedRAMP and DoD Impact Level requirements
  • Deliver a documented Cloud Governance Model outlining workflows, processes, management structures, and workforce support, integrated with existing Enterprise IT governance
  • Execute the NAVSUP Cloud Computing strategic direction by delivering engineered cloud capabilities adhering to the DoD Cloud Computing Security Requirements Guide (SRG), and align all deliverables to existing NAVSUP enterprise strategies, roadmaps, and plans
  • Deliver standardized artifacts, templates, and models for governing, managing, procuring, and implementing brokerage services, including service tagging strategies, naming conventions, onboarding processes, and service catalog definitions
  • Deliver detailed execution plans, roadmaps, and cloud advisory documentation containing observations and actionable recommendations
  • Draft and finalize Business Case Analyses (BCAs) quantifying the costs and benefits of recommended models, and execute supporting data analysis for the architecture and cloud teams
  • Develop and document a consistent approach for architecting, planning, onboarding, implementing, and sustaining the NAVSUP AWS GovCloud (NAG) environment and any subsequently added service providers
  • Execute suitability reviews identifying appropriate service models (SaaS, PaaS, IaaS) and deployment models (private, public, hybrid), and deliver documented architectural recommendations leveraging DoD-approved standards
  • Define and deliver required auditing and monitoring plans, reports, and compliance artifacts
  • Deliver technical diagrams, designs, and implementation plans for new or expanded services onboarded into the NAVSUP BSC service catalog, and implement consistent deployment strategies across all NAVSUP host environments
  • Deliver Onboarding and Migration Plans, including customized onboarding and migration roadmaps for stakeholders, and execute onboarding and migration activities including application refactoring required for cloud compatibility
  • Execute technical assessments of Mission Owners' current on-premise and cloud environments to identify capability gaps, and deliver an Assessment Report detailing alternatives, cost-benefit analyses, risks, issues, and dependencies
  • Execute monthly knowledge transfer and mentoring to NAVSUP BSC Government personnel, and document each event in the Monthly Knowledge Transfer Log


QUALIFICATIONS

  • Active Top Secret clearance

  • IT-I security designation and privileged system access
  • DoD 8570.01-M IAT Level II baseline certification: CompTIA Security+ CE, or an approved substitute โ€” CCNA Security with CEs, CCNA Cybersecurity, CySA+, GICSP, GSEC, CND, or SSCP. Certification must be current at the contract period start date; there is no grace period
  • Active enrollment and participation in the certification maintenance program
  • Information Assurance Technical Level I training and certification, with certification on the operating system or computing environment maintained
  • Computing environment certification, current no later than six (6) months after start: AWS Certified Solutions Architect, AWS Certified Cloud Practitioner, AWS Certified Developer, AWS Certified SysOps Administrator, AWS Certified Advanced Networking, or equivalent
  • Five (5) years of experience with commercial, FedRAMP High, and DoD Impact Level 2, 4, and 5 Amazon Web Services cloud offerings (recommended experience level per PWS ยง12)
  • Experience delivering cloud governance models, business case analyses, and architectural recommendations to a Federal or DoD customer
  • Ability to work remotely from a U.S. location and to complete DoD onboarding, security, and mandatory annual training requirements on schedule
  • Preferred: prior NAVSUP or Department of the Navy cloud brokerage experience; experience with NAVSUP information systems

Compensation: $150,000 - $180,000
