Job description

The Technical Portfolio Manager – Principal 2 is a senior-level portfolio management role responsible for the strategic oversight and execution of large-scale, technically complex portfolios comprised of multiple concurrent initiatives. This role serves as a subject matter expert across multiple technical and business domains, providing executive-level financial oversight, driving cross-organizational governance, and mentoring project and program managers throughout the organization. The Principal 2 Technical Portfolio Manager operates with a high degree of autonomy, translating broad strategic objectives into actionable portfolio plans, while managing significant risk, ambiguity, and interdependency across business units. This individual is a recognized thought leader who raises the capability and maturity of the broader portfolio and program management community.

Here’s what you’ll do:

Portfolio Leadership & Planning

  • Lead the planning, structuring, and onboarding of large-scale technical portfolios encompassing multiple complex, interdependent initiatives.
  • Translate high-level strategic objectives into structured portfolio roadmaps, governance frameworks, and delivery plans.
  • Continuously evaluate portfolio health, prioritization, and alignment with evolving business and technology strategy.

Financial Oversight & Reporting

  • Provide oversight, guidance, and quality assurance for portfolio-level financial planning, budgeting, forecasting, and variance analysis.
  • Ensure accurate, timely, and executive-ready financial communication and reporting across all portfolio initiatives.
  • Partner with finance and business stakeholders to align resource allocation with portfolio priorities.

Governance & Cross-Organizational Collaboration

  • Work closely with leaders of Project and Program Management Centers of Excellence (CoEs) to shape and enforce best practices, standards, and methodologies.
  • Serve as a key liaison between technical delivery teams, business stakeholders, and executive leadership.
  • Facilitate cross-functional alignment on priorities, dependencies, and resource conflicts across multiple business areas.

Risk & Dependency Management

  • Identify, assess, and manage complex risks, issues, and dependencies spanning multiple initiatives and business units.
  • Develop mitigation strategies and escalation paths for high-impact or ambiguous problems, applying innovative and strategic solutions.
  • Proactively monitor cross-portfolio dependencies to prevent downstream delivery or financial impacts.

Mentorship & Capability Building

  • Establish and lead formal mentorship relationships with project and program managers across multiple organizations.
  • Coach and develop talent, sharing portfolio management best practices and technical domain expertise.
  • Lead initiatives to elevate the overall quality of work and raise the capability of the broader PM/PgM community.

Technical & Domain Expertise

  • Apply deep, cross-domain technical knowledge to guide decision-making on complex, ambiguous problems.
  • Integrate knowledge across multiple technical disciplines and specialties to deliver sound, well-reasoned portfolio outcomes.
  • Stay current on emerging technologies, methodologies, and industry trends relevant to the managed portfolios.

What you’ll need to be successful:

Experience

  • 5 – 7 years of progressive experience in portfolio, program, or project management, including managing large-scale, complex, and cross-organizational technical portfolios.
  • Demonstrated experience with portfolio financial management, including budgeting, forecasting, and financial reporting at scale.
  • Proven track record of successfully leading multiple concurrent, high-complexity initiatives to completion.

Technical & Domain Expertise

  • Subject matter expert with a demonstrated ability to master and operate across multiple technical business domains.
  • Advanced knowledge of portfolio management methodologies, frameworks, and industry best practices (e.g., PMI, SAFe, Agile/Scrum, hybrid delivery models).
  • Working knowledge of relevant technical infrastructure, systems, or platforms applicable to the organization's portfolio.

Leadership & Soft Skills

  • Strong mentorship, coaching, and leadership capabilities with demonstrated ability to influence stakeholders across organizational boundaries without direct authority.
  • Excellent executive communication skills, with the ability to distill complex financial and technical information for senior leadership audiences.
  • Proven ability to operate independently against broad, objective-based assignments with minimal direction.
  • Strong problem-solving skills, capable of addressing complex and ambiguous challenges with innovative or strategic solutions.

Preferred Credentials

  • PMP, PgMP, PfMP, or equivalent portfolio/program management certification preferred.
  • Bachelor's degree in a relevant technical, business, or management discipline; advanced degree a plus.
