Northrop Grumman is seeking a dynamic, energetic individual for the position of Supply Chain Manager 2 to join our growing team of diverse professionals. This Manager will be responsible for the day to day management, training, mentoring and career development of a team of proposal professionals.
This Supply Chain Manager will support the WIMS Business Unit under the CWI Division in Northrop Grumman’s Defense Systems Sector, leading all proposal activities in support of the Global Supply Chain Organization. This key role is responsible for providing timely and effective pre-proposal and post award pricing and estimating support to proposal teams and GSC staff through a functional homeroom. The selected candidate will be an excellent communicator with a strong business background and will be able to communicate and collaborate effectively with all levels of management.
Roles and Responsibilities:
Supporting Strategic Captures and Proposals
Oversees and manages the operational aspects of new and ongoing proposals and serves as liaison between planning, program management, IPT leads, pricing, contracts, global supply chain and business management.
Establishes and manages priorities in a fast-paced, schedule-driven environment
Manages a team of project management professionals, including material planners engaged in proposal pricing and estimating activities (both pre-proposal submission and post award during execution), spanning all contract types
Ensures all GSC proposal pricing is adequately reviewed and approved prior to submission and inclusion in sector proposal
Ensures Estimating and Purchasing System compliance with Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS) criteria and advises leadership of any issues or risks, including the development of Risk Management Plans
Supports all Defense Contract Audit Agency (DCAA) proposal audits in coordination and collaboration with the Sector Manager of Internal Reviews
Participates on major proposals and initiatives within Pricing and GSC to include Non-Advocate Review / Independent Cost Estimate (NAR/ICE) and Color Team reviews when necessary
Develops and effectivity communicates strategic plans to leadership
Makes decisions on operational issues within prescribed area and manages a staff of professional to include mentoring, training, staff development, and conducting performance reviews
Develops, plans, and implements agile processes that support established GSC goals and objectives
Basic Qualifications:
Must have one of the following:
Bachelor’s degree in business, supply chain, finance, economics or other related discipline with a minimum of 8 years of directly related experience
Master’s degree in business, finance, supply chain, economics or other related discipline with a minimum of 6 years of directly related experience
Must have experience with defense proposals and working on key captures
Through knowledge of FAR/DFARS and other applicable government regulations
Ability to perform and apply appropriate cost accounting, pricing and estimating methods, concepts and principles including the development and application of cost improvement curves and factors
Ability to work as an integral member of the GSC team to achieve Global Supply Chain, Program and sector objectives, while maintaining full compliance during all stages of the proposal and acquisition processes
Ability to initiate and effectively implement process improvement across the breadth of pricing and estimating policies and procedure
Must be able to travel as needed (up to 10% of the time)
Preferred Qualifications:
Working Knowledge of SAP
Past experience with DCAA/DCMA audits
Professional Certifications: CPSM, CFCM, CPCM.
