Description

DSFederal seeking an experienced Business Systems Analyst to support a federal healthcare IT program within the Department of Health and Human Services (HHS). The successful candidate will serve as a key liaison between business stakeholders, technical teams, program leadership, and external partners to improve business processes, develop data-driven solutions, and support effective project execution.


This position combines business analysis, project management, data analytics, process improvement, and stakeholder management. The ideal candidate is highly organized, analytical, and comfortable working in a complex federal IT environment with multiple systems, stakeholders, and competing priorities.

Requirements

• Lead and coordinate a team of business and technical professionals, including weekly team meetings, issue resolution, goal setting, performance management, and coordination with government clients, prime contractors, and other stakeholders.

• Analyze, improve, and manage end-to-end business processes, including billing and financial management processes.

• Identify process inefficiencies and develop solutions that improve accuracy, efficiency, transparency, and overall business performance.

• Gather, analyze, and document business requirements from key stakeholders and translate them into actionable business and technical requirements.

• Develop and maintain dashboards, reports, KPIs, and analytics tools to provide accurate and timely visibility into program and portfolio performance.

• Consolidate data from multiple systems and sources into centralized tracking and reporting solutions.

• Develop automated and customized reports for program managers and executive leadership to support decision-making and program oversight.

• Present findings, trends, risks, and recommendations to senior leadership and other stakeholders.

• Develop and maintain project management plans, Standard Operating Procedures (SOPs), process documentation, and lessons learned.

• Apply project management best practices and continuously improve team processes and workflows.

• Leverage collaboration and productivity tools, such as Microsoft Teams, to improve documentation, communication, approvals, and stakeholder collaboration.

• Gather customer and stakeholder feedback and translate feedback into actionable process improvements.

• Support project planning, execution, status reporting, issue tracking, and other program management activities as needed.

• Manage project administration, timekeeping, documentation, and compliance requirements for federal projects.


Required Qualifications

• Bachelor’s degree in Business Administration, Information Systems, Computer Science, Project Management, or a related field.

• 7+ years of experience in quantitative data analysis, business analysis, systems analysis, project management, or a related field.

• Strong proficiency with Microsoft Office 365 Enterprise tools like Power BI and Tableau, Excel, PowerPoint, and Microsoft Teams

• Strong experience with data analysis, reporting, dashboards, and KPI development.

• Demonstrated experience gathering and documenting business requirements and working with multiple stakeholders.

• Experience improving business processes and developing standardized procedures and workflows.

• Strong project management and organizational skills with the ability to manage multiple priorities simultaneously.

• Ability to work effectively with government clients, contractors, technical teams, and executive-level stakeholders.

• Experience working on federal government IT programs, preferably within HHS or other federal healthcare agencies.

• Excellent written and verbal communication skills.


Preferred Qualifications

• Experience supporting HHS or other federal healthcare IT programs.

• Experience with federal billing, financial management, or Inter-Agency Agreement (IAA) processes.

• Experience developing dashboards and automated reporting solutions using Power BI, Excel, or similar analytics tools.

• Experience with portfolio management, program management, or PMO activities.

• Experience developing SOPs, Project Management Plans, and process documentation.

• PMP, CBAP, PMI-PBA, or other relevant professional certification.

• Familiarity with federal acquisition, contracting, and program management processes.

• Experience working in a contractor/prime contractor environment.
