Job description

Summary:

Pricing Manager

 

Department: Business Development / Pricing

Reports To: Director of Business Development

FLSA Status: Exempt

Location: Remote (must be located in South Carolina, Nashville, or Austin)

Employment Status: Full-Time

 

Position Summary

The Pricing Manager is responsible for developing, managing, and presenting pricing strategies, cost models, and financial analyses in support of Business Development operations, including competitive bids, proposals, price-to-win analysis, cost volumes, and estimating support for new and existing government contracts. This role also supports post-award pricing actions including contract modifications, Requests for Equitable Adjustment (REAs), options, and budget development across active Blue Sky Dynamic Group programs.

The Pricing Manager will work collaboratively with Business Development, Operations, Finance, and Contracts to ensure pricing solutions are compliant, competitive, and aligned with Blue Sky Dynamic Group growth objectives.

 

Core Responsibilities

BD and Capture Pricing

- Develop compliant pricing and cost proposals for federal solicitations, including RFPs, RFQs, IDIQs, MATOCs, and Task Orders

- Evaluate solicitation requirements, pricing instructions, wage determinations, CBAs, and cost/price evaluation factors

- Build detailed IFM services (i.e. O&M & Minor Repairs) cost models including labor, fringe, H&W, ODCs, subcontractors, equipment, materials, and indirects

o Including facility minor construction and repair pricing (Up to $250K)

- Support price-to-win research and competitive positioning

- Support development of pricing narratives, justification, and proposal documentation

 

Contract Modifications & REAs

- Perform pricing analysis for contract modifications, scope changes, engineering changes, funding adjustments, and negotiated actions

- Develop REA pricing and supporting documentation in accordance with FAR requirements

- Prepare detailed pricing backup, impact calculations, and negotiation support packages

- Coordinate with Operations and Contracts to evaluate costs, impact, and profitability

- Assist with negotiations with government contracting officers as required

 

Budgeting & Financial Planning

- Support annual operating budgets and planning cycles

- Develop site-level budgets for existing O&M and IFM facility service contracts.

- Perform financial modeling and forecasting for awarded programs

- Analyze cost performance, burn-rate, staffing plans, and cost drivers

- Provide monthly pricing and budget analysis to BD and Finance leadership

- Budget forecasts and site-level budgets

- Price-to-Win and competitive pricing analysis

 

Required Skills & Competencies

- Strong understanding of federal contracting processes, pricing, and FAR cost principles

- Advanced Excel and financial modeling skills

- Knowledge of federal wage determinations, CBAs, and SCA/DBA labor rules

- Ability to interpret complex solicitation requirements

- Excellent analytical and quantitative skills

- Strong written communication for justification and documentation

- Ability to work independently in fast-paced capture environments

 

Preferred Experience

- 5+ years federal pricing experience

- Experience supporting BD pricing in federal services, O&M, BOS, facility management, and minor facility construction / repair services

- Experience with government cost/price evaluation requirements

- Experience in contract modifications and REAs

- Experience with budget modeling in government services

- Experience supporting proposals and PWin strategies

 

Education

Bachelor’s degree in Finance, Accounting, Business, Economics, or related field preferred. Equivalent experience may be considered.

The Pricing Manager will be expected to:

- Deliver competitive pricing solutions that strengthen win probability

- Provide rapid pricing support during capture and proposal phases

- Improve pricing documentation, basis of estimate, and audit readiness

- Reduce cycle time for contract mods and REAs

- Improve budgeting accuracy for awarded sites

- Strengthen pricing discipline and internal pricing process maturit
