Job Opportunity: Human Resources Position Classification Specialist
Location: Remote, from your own residence, inside or outside the United States. Periodic travel to Bangkok, Thailand, and to U.S. Department of State (DOS) diplomatic posts across East Asia and the Pacific.
Start Date: Immediate, contingent on contract award
Schedule: Part-time, up to 20 hours per week
 
Make a Difference Behind the Mission

Would you like to leverage your DOS HR experience helping to manage manpower for Locally Employed Staff across all embassies? Every Locally Employed (LE) Staff position at a U.S. embassy or consulate needs clear duties and the correct occupational series and grade that requires experienced review. Across the Department of State, that evaluator could be you if you are comfortable self-directing and working remotely.
French Consulting is hiring a Human Resources Position Classification Specialist to support the U.S. Department of State regional classification program for the East Asia and Pacific region. You will evaluate LE Staff positions in the Mission Classification (MClass) system, advise post management on how their positions are structured, and train the supervisors who write the descriptions. Twenty hours a week, from home, on a Government-furnished laptop.

What You’ll Do

Position Evaluation and Classification
•  Evaluate LE Staff positions at overseas posts using MClass, completing the job evaluation questionnaire for each position.
•  Review new and revised position descriptions for completeness and conformity with regulatory requirements and the LE Staff classification standards.
•  Send Job Discussion Help Sheets to jobholders and supervisors, review what comes back, build your follow-up questions, and schedule interviews with Government personnel.
•  Analyze the functions, organizational structure, and workflow of each position, and interview supervisors, managers, and incumbents to settle classification questions.
•  Verify each evaluation with post management, issue the MClass job report for review and certification, and revise it with the embassy when the facts change.
•  Complete the JF-298 Interagency Post Employee Position Description form with the final official title, post title, occupational series code, and grade.
•  Serve as back-up regional classification approver for East Asia and the Pacific once you complete certification.

Advisory and Position Management
•  Advise Government personnel on the regulations and procedures governing LE Staff position evaluation, and help them prepare position descriptions.
•  Work with supervisors to identify position needs, then write the justifications for added resources, changed positions, and abolished positions.
•  Recommend how posts manage position resources so the organizational structure matches the work being performed.

Training
•  Deliver individual and group training on classification topics, including Writing Effective Position Descriptions and Establishing Sound Organizational Structures at Posts.
•  Develop the course materials, agendas, training manuals, help sheets, and standard operating procedures used across the region, then assess how well each course worked.
•  Coordinate with other regional evaluators to identify training needs and schedule sessions, and brief the human resources staff who serve as Post Classification Advisors across the region.

Records, Reporting, and Scheduling
•  Build and maintain the master schedule for periodic position reviews, update the computerized organizational charts, and support evaluation surveys as required.
•  Maintain position description data in the computerized LE Staff personnel system, and finalize and file the descriptions.
•  Prepare complement statistics on classification metrics, statistical analyses of program trends, and ad hoc discussion papers.

Who You Are

•  You can defend a grade to a supervisor who disagrees with it, in writing, using the standard rather than your own opinion.
•  You have worked inside a U.S. mission and you know the difference between the organizational chart and who actually does the work.
•  You manage your own schedule and finish the file without anyone checking on you.
•  You teach well. Half this job is persuading a manager to write a position description that reflects the job.

Qualifications

Required
•  Former U.S. Government Civil Service, Foreign Service, Eligible Family Member, Expanded Professional Associates Program, or former Locally Employed Staff, with experience in a human resources office at a U.S. embassy or consulate overseas.
•  Position classification or job evaluation experience, including writing and reviewing position descriptions.
•  Ability to perform at the full performance level on entry on duty. This role carries no ramp-up period.
•  Eligible for a U.S. Government Public Trust clearance, which includes information technology network access.
•  Willing to travel to Bangkok, Thailand for training, and to other locations in East Asia and the Pacific to conduct job evaluations.
•  Reliable internet service where you work. The DOS provides a laptop, cellphone, and network storage.
•  Fluent written and spoken English.

Preferred
•  Hands-on experience with the Mission Classification (MClass) system and the JF-298 form, formerly the DS-298.
•  Familiarity with the LE Staff classification standards at 3 FAH-2 H-400 and the guidance issued by the Office of Overseas Employment.
•  Experience delivering classification or human resources training to supervisors and managers.
•  Prior service at a Regional Service Center, or at a post in the East Asia and Pacific region.
•  Experience preparing complement statistics or workforce data analysis.
Relocation costs are not reimbursed. You may live inside or outside the United States.
