About the Role

Sellers Dorsey is seeking a Senior Strategic Advisor who will provide advanced technical and strategic expertise in Healthcare Quality Measurement, Value-Based Care (VBC) and Clinical Performance Management to deliver complex client work and strengthen the credibility of the firm’s technical outputs. As the Senior Strategic Advisor, Clinical Performance & Impact, you will analyze policy guidance, develop or support clinical and financial performance analyses, and apply deep understanding of value-based care systems to advise on program design, supporting calculations, and implementation strategies across Clinical Performance & Impact Advisory Services and Medicaid Financing programs. You will provide strategic consulting to clients, leads cross functional internal teams in the design and execution of VBC and population health engagements, and ensure exceptional client satisfaction and outcomes. You will serve as lead subject-matter experts across multiple client engagements, providing technical input and review for approval materials and CMS responses, and partnering with client teams to drive high-impact outcomes. You will also advance the firm’s offerings while contributing directly to business development through scoping, proposals, and sales conversations that require strong technical credibility.

Key Responsibilities

1- Client Service & Delivery:

  • Lead and deliver complex or high‑risk client work across multiple engagements concurrently.

  • Serve as the lead technical or subject‑matter expert on assigned initiatives, accountable for credibility and quality of outputs; Act as the primary strategic partner to senior-level client stakeholders, ensuring high levels of satisfaction, trust, and engagement that drive ongoing partnership and retention.

  • Advise clients on complex issues within their area of subject matter expertise (Healthcare Clinical Performance, Quality, and VBC), including analysis, interpretation, and execution

2- Innovation:

  • Champion at least one offering (Contract Performance Optimization Offering) and support development of another from concept through testing (105% Quality Programs).

  • Identify opportunities for expanded client support based on emerging client needs, organizational priorities, policy changes, and VBC/clinical performance challenges.

  • Play a leadership role in internal innovation workgroups and refinement of new approaches

3- Business Development:

  • Actively participate in sales discussions and scope development as a technical expert.

  • Support pursuit teams by shaping solutions and estimating effort for complex work.

  • Monitor emerging quality, population health, and regulatory trends to identify new service offerings, market opportunities, and potential client needs.

  • Partner with leadership to refine service lines, develop reusable tools and frameworks, and shape market messaging that differentiates the department’s capabilities.

  • Build and maintain professional networks across payers, providers, state agencies, and industry associations to expand visibility and uncover growth opportunities.

  • Serve as a thought leader contributing to white papers, conference presentations, and events that strengthen the firm's brand and attract new business.

4- Decision‑Making and Engagement Leadership in Matrixed Environments:

  • Make strategic decisions that materially affect client outcomes, particularly in complex or novel circumstances.

  • Lead complex, multi-workstream engagements by aligning internal delivery teams, setting expectations, managing timelines, and ensuring high-quality outputs.

  • Ensure disciplined engagement management practices, including clear scope definition, communication protocols, and risk mitigation.

5- Mentorship, Teaching & Internal Capability Building:

  • Provide coaching, technical guidance, and development support to junior and mid-level staff on quality program design, VBC strategy and measurement

  • Support talent development by modeling consultative behavior, strategic thinking, and collaboration.

Key Qualifications

  • Bachelor's Degree in Public Policy, Public Administration, Public Health, Health Administration. Advanced degree in Public Policy, Public Administration, Public Health, Health Administration, business, economics or MBA preferred.

  • 15 or more combined years in a public healthcare policy management role and/or in the healthcare consulting industry with a strong sales component.

  • Extensive experience in healthcare quality/population health/VBC leadership role, Medicaid finance, Medicaid services, healthcare policy, or related consulting or governmental environments with demonstrated leadership on complex work.

  • Deep knowledge of national and state quality programs (e.g., HEDIS, CMS Stars, CAHPS, QRS, and CMS payment models such as AHEAD).

  • Proficiency with population health frameworks, risk adjustment, and quality analytics.

  • Recognized technical credibility and judgment in high‑stakes environments.

  • Demonstrated ability to deliver complex client work independently and serve as a trusted senior advisor.

  • Proven experience and results in public health financing and policy advocacy.

  • Executive or Administrator experience in leading teams to design, execute and implement significant changes for state Medicaid programs, Healthcare Providers and Managed Care Organizations.

  • Experience working alongside lobbyists, government relations staff, and senior state or hospital officials is preferred.

  • Proficiency in Microsoft Word, Excel and PowerPoint required.

Other Requirements

  • Effective cross-organizational collaboration, relationship-building skills, and consultative approach.

  • Excellent oral and written communication skills including the ability to relay complex technical terms in an easy to understand manner.

  • Strong analytical and problem-solving skills required; experience in quantitative program evaluation is highly desirable.

  • The ability to work effectively independently and in teams.

  • Experience delivering services on several projects simultaneously.

  • Time management skills

Compensation & Benefits

The salary offered to a successful candidate will be dependent on several factors that may include but are not limited to the type and years of experience within the job, the type of years and experience within the industry, the candidate’s education, and the candidate’s market location. Typically, compensation decisions are made based upon Sellers Dorsey’s Total Compensation Policies & Guidelines. The successful candidate will also be eligible to participate in our annual incentive plan.

Provided they meet all eligibility requirements under the applicable plan documents, the successful candidate (and their eligible dependents) will be eligible to enroll in group healthcare plans that offer medical, dental, and vision and for insurance plans offering short term disability, long term disability, and basic life. Employees are also able to enroll in Sellers Dorsey’s 401k plan provided they meet plan requirements. Sellers Dorsey offers a Flexible Time Off that allows employees to use what they need. Additionally, we offer 16 paid holidays throughout the calendar year, paid time off for qualifying medical leave, and up to 12 weeks of combined paid parental and bonding leave. The foregoing benefits and paid time off, including an employee’s eligibility therefore, will be controlled by applicable plan documents and Sellers Dorsey policy.
