Job description

The Senior Business Systems Analyst will support the Texas Education Agency on multiple technology initiatives aimed at improving outcomes for Texas students. This position performs advanced, senior-level business systems analysis work, serving as a liaison between technical teams and program areas and stakeholders. Responsibilities

  • Analyze user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems.
  • Elicit requirements using joint application development (JAD) sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Transform information gathered during elicitation sessions into business and functional requirements, use cases, and user stories.
  • Develop software requirements specifications documents, wireframes, and mockups using standard templates.
  • Write requirements in simple, unambiguous, and concise natural language.
  • Mentor peers and colleagues by disseminating business analysis best practices.
  • Proactively seek out training opportunities to maintain and expand business analysis expertise.
  • Use tools such as Jira and Modern Requirements to manage the change control process and participate in the software development lifecycle.
  • Track and communicate requirements status to stakeholders throughout the project lifecycle.
  • Collaborate with developers, architects, vendors, and infrastructure teams to support system delivery.

Requirements

Minimum Qualifications

  • 8 years of experience with relational database concepts to understand how data is stored and accessed by applications.
  • 8 years of experience analyzing data used in system processing and reporting to identify issues and document logic.
  • 8 years of experience using SQL or query tools at a basic-to-intermediate level to retrieve, validate, and reconcile data.
  • 8 years of experience leading elicitation meetings and creating well-written system and technical requirements.
  • 8 years of experience documenting data requirements, rules, validation logic, and data definitions for systems and reports.
  • 5 years of demonstrated strong communication and facilitation skills.
  • 5 years of demonstrated strong writing and organization skills.
  • 5 years of experience collaborating with developers, architects, vendors, and infrastructure teams to support the software development lifecycle.
  • 3 years of experience supporting large-scale or complex information technology projects with multiple stakeholders.

Preferred Qualifications

  • 3 years of documented work experience with the issue tracking software Atlassian Jira.
  • 3 years of documented work experience with the requirements management software Modern Requirements.
  • 2 years of documented experience working for or closely with the Texas Education Agency, a federal, state, or local education agency, or an education vendor.

Work Location and Schedule

Location: William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701.

Schedule: Normal business hours are Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays. Work is 8 hours per day and must include the hours between 9:00 AM and 3:30 PM Central Time. Work outside normal business hours, including weekends, evenings, and holidays, may be required as requested and must be pre-approved by the Texas Education Agency.

Work Arrangement: Hybrid, on-site and telework, with the option to work up to 80% to 100% remotely.



Salary: $74 - $84/hr.
