Job Description:

Our work depends on a  Solutions Architect SME joining our team to provide technical leadership across both program delivery and growth for our Health sector — designing solutions that hold up under scrutiny, and standing behind them from proposal through deployment.

This position allows for primarily remote work, with potential need for travel during proposal development activities and key program milestones

This is a hybrid delivery and growth role. The majority of your time will be spent as the delivery architect for the Unified Claims Acceleration Platform (UCAP) at the Department of Veterans Affairs, providing business and technical architectural guidance to development teams, defining milestone delivery and success metrics, and overseeing technical implementation of the functional capability being developed and deployed. The balance of your time will be spent as the technical solution lead on growth opportunities — most immediately with the Social Security Administration (SSA), and more broadly across the federal health space.

The ideal candidate possesses strong knowledge of information technology and commercial solutions across all layers of the IT stack, with significant experience designing and developing technical solutions in multiple disciplines — cloud, application development, data and AI, and cyber security — and a track record of large, complex proposal delivery. You are equally comfortable defining success metrics for a program already underway and defending a solution and its basis of estimate in a color review.


HOW A SOLUTIONS ARCHITECT SME WILL MAKE AN IMPACT:

  • Provide software and product architecture for UCAP — define milestone delivery and success metrics, and oversee all facets of technical implementation of the functional capability being developed and deployed
  • Identify solutions based on business and technical criteria, and define and implement solution designs and patterns in an AWS cloud environment
  • Lead a multi-disciplined staff of IT professionals and ensure technical architecture teams deliver efficient and effective system solutions that support business goals and objectives
  • Identify customer requirements, analyze alternatives, and conduct product recommendations related to software, platform, and network configurations; develop, enhance, and maintain established service design by applying process frameworks and methodologies
  • Prepare and deliver technical presentations, briefings, and reports to government stakeholders, and provide updates on solution milestones
  • Support change management activities that lead to successful adoption of functionality being deployed and matured, and apply critical thinking and research to improve program processes and resolve issues affecting program performance
  • Lead winning solution development for growth opportunities — with SSA and across the broader federal health space — including solution scans, solution design, and cost estimation
  • Prepare and develop proposal content that articulates GDIT solutions, participate in color reviews, and develop bill-of-materials (BOM) where required
  • Develop realistic staffing plans with supporting basis of estimates (BOE), along with lifecycle cost estimates for the proposed technical solution
  • Coordinate “reach back” with technical subject matter experts (SMEs) across GDIT to obtain the specific knowledge or expertise needed to address technical issues
  • Provide thought leadership and technical support to assist business areas and programs in retaining and growing both new and current work, in support of GDIT’s Innovate Everywhere strategy
  • Act as technical liaison between customer technical points of contact and GDIT staff to facilitate IT strategic planning, and build relationships across GDIT business units and with key vendor partners to align capture, program execution, and emerging technology with sector growth pipelines


WHAT YOU’LL NEED TO SUCCEED:

  • Bachelor’s degree required
  • 15+ years of software development, design, and product experience related to the development and deployment of outcome-based functional capability, spanning all layers of the IT stack
  • 7+ years of direct experience designing and deploying AWS cloud-based managed service solutions
  • 5+ years creating solutions for federal government proposals​
  • Solution architecture experience across multiple technical disciplines
  • Ability to lead projects and proposals and provide technical oversight to ensure alignment with strategic goals and objectives
  • Strong knowledge of government procurement and proposal processes
  • Strong knowledge of commercial products and solutions, especially COTS software application products
  • Experience developing lifecycle cost estimates for technical solutions
  • Outstanding written and verbal communication, presentation, and facilitation skills, with the ability to present to business leaders
  • Ability to work independently or as part of a cross-functional team
  • Maintain technical proficiency by keeping current with the latest technologies, trends, standards, and products
  • Customer service orientation

WHAT WOULD BE EVEN BETTER:

  • Experience implementing or developing solutions in several of the following areas: Agile and Lean principles and methodologies for application development; no-code/low-code iBPM and/or CRM solutions; ITSM automation and orchestration; big data analytics, data warehousing, and data lake; machine learning and AI, including Gen AI technologies and foundational models; large-scale cloud migration (application, data, infrastructure); and next-gen cyber defense capabilities such as proactive threat detection and automated response
  • Prior work experience with SSA, the Department of Veterans Affairs, or federal health agencies, either as a government official or a contractor
  • Certifications such as AWS AI Practitioner, Machine Learning Engineer Associate, Generative AI Developer Professional, or Machine Learning Specialty
  • Experience writing and presenting business cases and white papers
  • Knowledge and experience in government contracting and business-to-government (B2G) sales
  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

The likely salary range for this position is $189,635 - $256,565. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
