bp is a global energy company with more than 50 years of operating history in Brazil, holding interests across multiple offshore blocks in the Santos, Campos and Espírito Santo basins. bp is committed to growing its upstream portfolio and establishing a material, advantaged production hub in Brazil.
In August 2025, bp announced its largest hydrocarbon discovery in 25 years at the Bumerangue block in the pre-salt Santos Basin, located approximately 404 km offshore Rio de Janeiro in a water depth of 2,372 meters. bp holds a 100% operated interest in the block, with Pré-Sal Petróleo S.A. (PPSA) as the production-sharing contract manager. Appraisal activities are planned to commence in 2027, with project development activities advancing in parallel.
The Bumerangue development is an important part of bp's broader Brazil Upstream portfolio. The E&S organisation therefore needs to support current and future operated activities across project development, drilling and related operational scopes, while also enabling collaboration with other bp businesses in Brazil where common E&S capability can contribute.
The Environmental & Social (E&S) Lead will provide senior E&S leadership across bp's Upstream activities in Brazil, with initial focus on the Bumerangue development. The role will integrate environmental and social requirements across project development, drilling and future operated scopes, ensuring a coherent Brazil Upstream approach to E&S risk management, licensing, permitting, regulatory engagement and assurance.
The role will be responsible to guide and coordinate the Brazil Upstream E&S team, bringing together bp staff and contracted E&S resources under clear priorities, standards and accountabilities. It will act as the senior E&S focal point for Brazil Upstream and promote one coordinated bp work with IBAMA, ANP and other relevant authorities.
In addition to Upstream accountabilities, the role will provide E&S support to other bp businesses in Brazil, including GNA and NFX, as required, where shared expertise, regulatory knowledge or coordinated ways of working bring value. Businesses with dedicated E&S organisations remain responsible for their own core delivery.
This is a senior, permanent staff position based in Rio de Janeiro and reporting directly to the Project HSE & C Manager, Bumerangue Development.
• Provide E&S leadership and oversight across all bp-operated Upstream activities in Brazil, covering projects, drilling and future operated developments.
• Lead and coordinate Brazil Upstream E&S staff and contracted resources across project, drilling, permitting and regulatory scopes, with clear priorities, accountabilities and performance expectations.
• Set portfolio E&S priorities, balance competing demands and call out material resource, capability or delivery gaps early.
• Act as the senior E&S focal point for Brazil Upstream and maintain one coordinated bp position with IBAMA, ANP and other relevant authorities.
• Drive consistency, quality and learning across work scopes through shared technical expertise, regulatory intelligence and lessons learned.
• Provide E&S support and technical leadership to GNA and NFX as required, using common capability without duplicating dedicated business resources.
• Lead identification and management of material E&S risks, commitments and opportunities across project development and drilling, ensuring requirements are integrated into business decisions, engineering, schedules and stage gates.
• Lead E&S integration with pre-FEED, FEED and EPCM contractors, including Environmental Design Basis requirements, environmental value improvement, BPEO/BAT assessments and relevant contractor specifications.
• Ensure EIA/RIMA and supporting biodiversity, marine, fisheries and socio-economic studies are appropriately scoped, procured and delivered to the required quality and schedule.
• Lead and coordinate Brazil Upstream environmental licensing and permitting strategies, including Bumerangue project and drilling scopes, through one coherent regulatory plan and roadmap.
• Build and maintain effective relationships with IBAMA, ANP and other relevant authorities and coordinate formal submissions, inspections, audits, technical reviews and responses to regulatory requests.
• Maintain traceability of E&S commitments from environmental and social studies through design, drilling, execution and operations readiness, and monitor regulatory developments that could affect bp activities in Brazil.
• Integrate interested party and social performance requirements into project and drilling plans, including engagement with affected communities, fisheries and municipalities, public consultation obligations and grievance mechanisms where required.
• Support climate and carbon considerations relevant to the portfolio, including Bumerangue reservoir CO2 implications, CO2 handling and emissions management.
• Represent E&S in relevant Brazil Upstream governance, assurance and investment forums and provide concise reporting on material risks, regulatory issues, resource constraints and mitigation actions.
• Ensure alignment with bp's HSSE & Social Performance Control Framework and maintain effective risk, commitment and action tracking with clear ownership and timely closure.
• Set E&S requirements for relevant contracts and provide proportionate oversight of ESIA and specialist environmental contractors, focusing on scope, quality, schedule, interfaces and regulatory defensibility.
• Maintain fit-for-purpose document and data controls for E&S studies, regulatory submissions, licence commitments and key decisions.
• Mentor and develop E&S resources in-country and deploy specialist expertise where needed to strengthen delivery across the portfolio.
• Environmental Science, Environmental Engineering, or a related field. A postgraduate qualification is desirable.
• Highly skilled professional (minimum 15 years) of progressive E&S experience in the upstream oil and gas industry, including significant offshore project development and/or drilling experience.
• Demonstrated experience leading E&S teams and coordinating staff and contractor resources across multiple work scopes or assets.
• Track record of integrating E&S requirements into major capital projects, including design, FEED and EPC phases and management of complex environmental studies and contractors.
• Extensive hands-on experience with Brazilian environmental licensing for offshore oil and gas activities, including IBAMA engagement and EIA/RIMA processes, with strong working knowledge of relevant ANP requirements.
• Strong understanding of Brazil's federal environmental licensing framework and applicable international E&S standards, including IFC Performance Standards, Equator Principles and relevant ISO and bp requirements.
• Experience translating regulatory and E&S requirements into engineering deliverables, Environmental Design Basis documentation and contractor specifications.
• Fluent Portuguese and English, written and spoken, with strong leadership, communication and influencing skills. Direct regulatory communication in Portuguese is essential.
• Experience on pre-salt Santos Basin or deepwater Campos Basin developments and/or supporting a major deepwater project through FID into execution or operations readiness.
• Experience managing E&S requirements across both project development and drilling activities.
• Experience managing CO2-related environmental and regulatory considerations in upstream development.
• Registration with a relevant Brazilian professional body and familiarity with bp's HSSE & Social Performance framework are advantageous.
