Job description

Position Overview

The position is responsible for the design, development, enhancement, integration, and ongoing support of the organization’s Peoplesoft Financials (FSCM) applications. This senior-level position partners with the business stakeholders to analyze requirements, develop technical solutions, troubleshoot complex issues, and implement system improvements that support financial operations. The role also participates in application upgrades, testing, system integrations, and technical documentation while ensuring solutions are secure, reliable, and aligned with organizational standards. Software Engineer III serves as a technical resource and mentor, contributing to the long-term stability and modernization of the PeopleSoft Finance environment.


Major Activities (Typical Duties/Responsibilities)

  • Design, develop, test, implement, and maintain customizations and integrations within the PeopleSoft environment.
  • Support and enhance PeopleSoft applications, with emphasis on the FSCM modules: Accounts Payable, Accounts Receivable, Billing, General Ledger, Purchasing, Asset Management, Project Costing, Inventory, eProcurement, and related modules.
  • Develop and maintain PeopleCode, Application Engine, SQR, BI Publisher, Integration Broker, Component Interfaces, SQL, and Fluid pages.
  • Analyze business requirements and translate them into technical solutions while adhering to PeopleSoft development standards.
  • Troubleshoot production issues and provide timely resolution for application defects and performance concerns.
  • Create and maintain interfaces between PeopleSoft and third-party applications using REST, SOAP, file transfers, and Integration Broker.
  • Collaborate with functional analysts, DBAs, infrastructure teams, and business stakeholders to implement enhancements and resolve issues.
  • Participate in system testing, regression testing, and deployment activities. 
  • Document technical specifications, system designs, coding standards, and operational procedures.
  • Evaluate and recommend improvements to existing processes, automation opportunities, and system performance.
  • Provide technical mentoring and knowledge sharing within the application development team.
  • Participate in on-call support and scheduled maintenance activities as


 Knowledge/Skills/Abilities

  • Strong knowledge of PeopleSoft architecture and application design.
  • Knowledge of PeopleTools development, including Application Designer, PeopleCode, Application Engine, SQR, Integration Broker, Query, BI Publisher, and Component Interfaces.
  • Understanding of relational database concepts and the ability to write complex SQL statements, preferably Microsoft SQL.
  • Knowledge of web services, REST APIs, SOAP, XML, and JSON.
  • Understanding of PeopleSoft security, roles, permission lists, and row-level security.
  • Familiarity with Change Assistant, PUM Images, and Lifecycle Management.
  • Understanding the software development life cycle (SDLC), source control, and change management practices.
  • Knowledge of performance tuning and troubleshooting techniques. 
  • Ability to analyze complex technical and business problems and develop practical solutions.
  • Strong SQL development and database troubleshooting skills.
  • Ability to develop clean, maintainable, and well-documented code. 
  • Excellent verbal and written communication skills. 
  • Strong organizational skills with the ability to manage multiple priorities. 
  • Ability to work independently while collaborating effectively with cross-functional teams; exhibits a professional manner. 
  • Ability to learn new technologies and adapt to changing business needs.

Physical Abilities

  • Sufficient fine motor skills for the use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time.
  • Visual and communications ability to perform the essential functions of the job. 
  • Ability to kneel, bend and twist at the waist on an occasional basis. 
  • Ability to reach below shoulder height with regular frequency (desk position) and at or above shoulder height on occasion.
  • Ability to push, pull, carry and lift objects weighing up to 10 pounds on a regular basis, and greater weights on an occasional basis.
  • Ability to travel by vehicle or aircraft, and ability to safely operate a motor vehicle. 


Minimum Qualifications

  • Bachelor's degree and 5 or more years of professional experience developing and supporting PeopleSoft FSCM applications, or an equivalent combination of education and experience.
  • Ability to pass a background and drug screening.
  • Must have identification compliant with the Real ID Act at time of hire.
  • Must be able to obtain Department of Energy access badge. 


Preferred Qualifications

  • Three years of experience with PeopleTools development, including PeopleCode, Application Engine, SQL, Integration Broker, and BI Publisher.
  • Three years experience with SQR coding
  • Experience developing integrations using REST or SOAP web services.
  • Experience working with Oracle databases and SQL optimization.
  • Experience supporting enterprise financial systems in a production environment.
  • Experience supporting the latest PeopleSoft Image and PeopleTools release.
  • Experience with Elastic Search, Kibana, and PeopleSoft Fluid.
  • Experience with Oracle Cloud Infrastructure (OCI).
  • Experience using Git or other version control systems.
  • Experience with scheduling tools, like Control-M
  • Experience with Perl scripting
  • Experience in higher education, state government, or other public-sector organizations.
  • Experience leading technical projects or mentoring junior developer 


Pay Range: $99,873.00-$164,534.00/ yearly
