Position Overview

We are seeking an experienced Sr. Software Engineer to support the design, development, modernization, and maintenance of enterprise healthcare applications supporting CMS programs. This role will be responsible for building scalable backend services, developing modern web applications, integrating with enterprise systems, and supporting mission-critical applications used by federal partners, state marketplaces, insurance issuers, and other stakeholders.

The ideal candidate has strong experience with Java, Spring Framework, Angular, RESTful APIs, cloud technologies, and enterprise application development in an Agile environment. This position offers the opportunity to contribute to highly visible healthcare technology initiatives while working alongside cross-functional engineering teams.


Key Responsibilities

Application Development & Maintenance

  • Design, develop, enhance, and maintain enterprise web applications supporting multiple business modules.
  • Develop new functionality while maintaining and modernizing existing applications.
  • Troubleshoot, analyze, and resolve software defects across integrated systems.
  • Refactor and optimize existing code to improve scalability, performance, maintainability, and long-term sustainability.
  • Support annual plan year updates and implementation of evolving CMS business and regulatory requirements.
  • Backend Development

    • Develop and maintain Java applications using the Spring Framework and Spring Boot.
    • Design, develop, and consume RESTful APIs supporting internal and external system integrations.
    • Build business logic, data access layers, batch processing capabilities, and reusable application components.
    • Utilize Maven and established enterprise development standards for application builds and dependency management.
    • Develop, optimize, and troubleshoot SQL queries supporting Oracle and PostgreSQL databases.
    • Frontend Development

      • Develop responsive, accessible user interfaces using Angular.
      • Maintain and enhance existing JSP-based applications while supporting UI modernization initiatives.
      • Collaborate with UX designers, Product Owners, and backend developers to deliver intuitive user experiences.
      • Integrate frontend applications with secure backend services and enterprise authentication mechanisms.
      • Enterprise Integration & Operations

        • Develop and maintain REST APIs, scheduled batch processes, secure file transfers, and enterprise integrations supporting CMS systems, HealthCare.gov, state marketplaces, insurance issuers, and external partners.
        • Support database integrations, reporting, scheduled data exports, and SQL development.
        • Implement and support enterprise authentication and authorization using CMS Enterprise Portal, Identity Management (IDM), MFA, role-based access control, and centralized user provisioning.
        • Participate in release planning, deployment activities, regression testing, production support, and continuous improvement efforts focused on application stability and technical debt reduction.
        • Cloud & DevSecOps

          • Develop and support applications hosted within AWS environments using services including EC2, ECS, S3, CloudWatch, and IAM.
          • Contribute to CI/CD pipelines utilizing GitHub Actions, Jenkins, SonarQube, Nexus, and modern DevSecOps practices.
          • Collaborate with DevOps and infrastructure teams to deliver secure, scalable, and highly available software solutions.
          • Agile Collaboration

            • Participate in Agile ceremonies including sprint planning, backlog refinement, estimation, sprint reviews, and retrospectives.
            • Perform peer code reviews and contribute to software engineering best practices.
            • Create and maintain technical documentation supporting application development and operations.
            • Communicate technical solutions, project status, and risks with both technical and non-technical stakeholders.
            • Collaborate closely with Product Owners, Business Analysts, QA Engineers, DevOps Engineers, and cross-functional teams to deliver high-quality software solutions.

Minimum Requirements
  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field (or equivalent professional experience).
  • 5+ years of professional software development experience.
  • Strong experience developing enterprise applications using:
    • Java
    • Spring Framework / Spring Boot
    • RESTful APIs
    • Maven
    • Experience developing modern web applications using Angular (React experience is also acceptable); familiarity with JSP is preferred.
    • Experience working with Oracle and/or PostgreSQL databases, including SQL development, optimization, and troubleshooting.
    • Experience with AWS cloud services including EC2, ECS, S3, CloudWatch, and IAM.
    • Experience with CI/CD tools including GitHub Actions, Jenkins, SonarQube, and Nexus.
    • Experience supporting CMS, HealthCare.gov, or other federal healthcare programs.
    • Experience supporting enterprise application integrations, authentication/authorization solutions, and production operations.
    • Experience working within Agile software development environments.
    • Excellent analytical, problem-solving, communication, and collaboration skills.
    • US Citizenship or Permanent Residency required. 
    • Must reside in the Continetial US.
    • Must be able to obtain and maintain a Public Trust clearance. 
  • Experience working in a federal government contracting environment.
  • Familiarity with healthcare technologies, HIPAA, or healthcare data integrations.
  • Experience with automated testing, application modernization, and cloud-native architectures.
  • Knowledge of secure software development and DevSecOps best practices.
