Job description

Overview:

Planned Systems International (PSI), a Government Contractor, is seeking a Sr. Program Analyst to support the Department of Veterans Affairs (VA) Independent Enterprise Testing and Support Services (IETSS) contract. The IETSS program delivers Independent Verification and Validation (IV&V) services in support of the Electronic Health Record Modernization Integration Office (EHRM-IO) and other critical VA Office of Information and Technology (OIT) modernization initiatives. This effort supports software delivery lifecycle activities, enterprise testing services, and quality assurance functions that help ensure the successful delivery of technology solutions for Veterans. As part of our continued focus on operational excellence and modernization, the Sr. Program Analyst will play a key role in supporting and enhancing Testing Logistics Services (TLS) activities across the program.

Essential Functions and Job Responsibilities:
  • Support the development and execution of the division strategy and vision. 
  • Support leadership and direction for Testing Logistics Services (TLS) resources, ensuring performance goals are established and achieved. 
  • Ability to represent the division to key stakeholders and clients. 
  • Drive successful project execution by providing support across all project management disciplines, including but not limited to schedule management, risk management, issue management, and project oversight. 
  • Schedule and facilitate project meetings, including kickoff meetings, project planning sessions, status meetings, Agile/Scrum ceremonies, risk review boards, and change control boards. 
  • Participate in TLS team meetings, project planning meetings, and status update meetings, as required. 
  • Ensure project schedules are maintained and actively monitored, including collecting updates, tracking progress, and coordinating with stakeholders to meet project commitments. 
  • Provide oversight and coordination across matrixed teams to identify, escalate, and resolve barriers impacting the successful and timely completion of testing initiatives. 
  • Provide consultation and guidance regarding processes, requirements, and expectations for transitioning products to Independent Verification and Validation (IV&V). 
  • Collaborate with executives, program managers, technical teams, clinicians, and government leadership across VA organizations. 
  • Build strong working relationships with stakeholders to support project objectives and facilitate successful outcomes. 
  • Establish and maintain productive relationships with matrixed teams, including testing intake, test environment and test data management, independent testing services, quality management, and other supporting organizations. 
  • Communicate effectively with both technical and non-technical audiences. 
  • Provide concise and effective status reporting to TLS leadership, stakeholders, and clients through verbal briefings, presentations, and written reports.
  • Contribute to or lead the development, analysis, and documentation of project planning activities, process improvements, lessons learned, and best practices. 
  • Support continuous improvement initiatives through idea generation, collaboration, strategic thinking, and technical writing. 
  • Demonstrate sound leadership, engagement, positive reinforcement, and project management practices in support of project and organizational objectives. 
  • Support internal initiatives, including documenting current processes, implementing new tools, improving processes, and participating in operational improvement efforts. 
  • As a senior member of the team, mentor and provide onboarding support to new employees, including training on the testing environment, organizational structure, processes, tools, and project-specific practices. 
  • Provide occasional support for resource planning, staffing activities, risk management efforts, knowledge management initiatives, proposal development, and backup coverage for fellow Project Leads. 
Minimum Requirements:
  • Bachelor’s degree in Technical, Managerial, Business, Healthcare Management, Information Systems, Public Administration, or related discipline. 
    • Additional relevant experience may be substituted for formal education. 
  • Minimum of 7+ years’ experience, including substantial experience as a Sr. Project Manager, supporting federal programs, project management offices (PMOs), or enterprise operations. 
  • Experience supporting large and complex government organizations, preferably within VA, DoD, or federal healthcare environments. 
  • Must have knowledge and understanding of integrated master schedule concepts and resource loaded/leveled schedules. 
  • Strong leadership skills to handle both familiar and unfamiliar situations 
  • Strong analytical, organizational, and problem-solving skills. \
  • Excellent written and verbal communication skills, as well as good interpersonal and customer service skills. 
  • Advanced proficiency with:
    • Microsoft Office 365 
    • Microsoft Excel (data analysis, reporting, dashboards)
    • Microsoft PowerPoint 
    • Microsoft Word 
    • Microsoft Outlook 
    • Microsoft SharePoint 
    • Microsoft Teams
  • U.S. Citizenship is required 
  • Selected candidates must be able to successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting 
Desired Qualifications:
  • Experience supporting Electronic Health Record Modernization (EHRM), healthcare IT, or clinical systems initiatives. 
  • Familiarity with VA organizational structures, governance processes, and acquisition. 
  • Experience and/or certification in ITIL. 
  • Working knowledge of Agile, Scrum, ITIL, or PMBOK project management frameworks. 
  • Proficiency with Microsoft SharePoint, Microsoft Visio, and Microsoft Office tools. 
  • Experience developing executive dashboards, Key Performance Indicators (KPIs), and operational reporting. 
  • Experience supporting PMO operations, testing programs, software development initiatives, or enterprise technology deployments. 
  • Demonstrated sense of urgency, strategic thinking, creativity, problem-solving ability, teamwork, and success working through influence. 
  • Detail-oriented with strong analytical, written, verbal, and interpersonal communication skills. 
  • Confidence and willingness to identify, communicate, and discuss issues, concerns, risks, and recommendations in support of program objectives. 
  • Pleasant demeanor with the ability to remain optimistic, professional, and mission-focused while managing competing priorities and stressful situations. 
  • Work effectively with cross-functional project teams in a schedule-driven service delivery environment. 
  • Translate strategic objectives into actionable plans and measurable outcomes. 
  • Demonstrated ability to perform effectively in fast-paced, high-visibility environments, navigate challenges, and motivate teams to achieve program objectives. 
  • Ability to travel on an as-needed basis to support program activities, stakeholder engagements, training events, and customer requirements.
