We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety.

Annual Salary Range: Up to $170,000 + Super

We are seeking a talented and driven individual to join our dynamic Technology Operations team. About the Opportunity 

At VicRoads, we're the strategic enablers behind the technology environments that support the delivery of critical services for millions of Victorians.

As the Technology Environments Manager, you’ll own and lead the enterprise environment model that enables safe, predictable and efficient technology delivery across applications, platforms, integrations and supporting infrastructure. This includes defining environment standards, operating practices, lifecycle policies and governance controls that drive consistency across development, test, integration, staging, pre-production and production-aligned environments.

Working across Product, Engineering, DevOps, Cloud, Infrastructure, Security, Change, Release and Delivery teams, you’ll provide the environment enablement capability needed to support faster delivery, stronger release confidence and reduced operational risk.

You’ll ensure application configurations, integration dependencies, vendor environments, mainframe and midrange dependencies, observability, cost controls and production readiness considerations are understood, managed and aligned to business outcomes.

  • Environment Model Ownership, Planning & Coordination: Responsible for managing and maintaining the organisation's environments across development, testing, staging and production. It ensures environments are well governed, consistently managed and available when teams need them, while balancing competing priorities across projects and releases. The role also provides clear visibility of environment ownership, availability, dependencies and upcoming changes to support smooth delivery and operational outcomes.
  • Environment Readiness & Stability: Ensures environments are stable, properly configured and ready to support development, testing, release validation and production readiness activities. It works closely with engineering, infrastructure, cloud, operations and vendor teams to maintain production-aligned environments, proactively monitor environment health, identify issues early and coordinate the resolution of any disruptions that could impact delivery, release confidence or operational stability.
  • Environment Provisioning & Automation: supports the efficient and reliable delivery of environments through automation, Infrastructure as Code, Azure DevOps and DevOps practices. It focuses on reducing manual effort by improving environment provisioning, configuration and deployment processes while ensuring consistency across applications, platforms and supporting services. The role also promotes self-service capabilities and reusable standards that help teams deliver faster while maintaining security, compliance and operational control.
  • Configuration, Release & Change Control: Responsible for maintaining consistent and controlled configurations across environments, ensuring application versions, integrations, infrastructure settings and dependencies are properly managed. It supports reliable releases by confirming environment readiness, coordinating updates and managing change activities, while ensuring all configuration changes are tracked, communicated and aligned with established change, release and service management processes.
  • Test Data, Integrations, Vendors & Platform Dependencies: manages the dependencies and supporting services that enable successful testing and delivery across environments. It ensures test data is available, secure and fit for purpose, while coordinating dependencies across applications, databases, integrations, platforms and third-party systems. The role also works closely with vendors and delivery teams to maintain environment readiness, manage connectivity and testing requirements, and proactively address issues that could impact delivery timelines or release outcomes.
  • Security, Access & Compliance: Responsible for ensuring non-production environments are secure, well-governed and compliant with organisational standards. It manages user access in line with security and privacy requirements, protects sensitive information such as credentials and certificates, and maintains the controls, records and evidence needed to support audits, compliance obligations and risk management activities.
  • Continuous Improvement & Cost Optimisation: focus on continuously improving the performance, reliability and efficiency of environments. It uses environment health metrics, utilisation data and cost insights to identify opportunities for standardisation, automation and self-service improvements. By applying FinOps principles and practical engineering solutions, the role helps optimise costs, reduce bottlenecks, improve delivery predictability and enhance the overall quality and stability of services.

About You

You’re an experienced technology professional with a strong background in environment management, DevOps, platform operations or infrastructure services. You understand what it takes to deliver stable, secure and production-aligned environments that enable teams to build, test and release with confidence.

You have experience managing complex technology environments across the full delivery lifecycle, from development and testing through to staging, pre-production and production support. You bring a deep understanding of environment governance, configuration management, release readiness and service reliability, and know how to balance the competing priorities of projects, operational services and technology teams.

You’re comfortable working across a broad range of technologies, including cloud platforms, infrastructure, networking, databases, integrations and enterprise applications. You have hands-on experience with Azure DevOps, CI/CD pipelines, automation and DevOps practices, and you're passionate about reducing manual effort through standardisation, self-service and continuous improvement.

You have a proven ability to maintain environment stability and performance through effective monitoring, observability, capacity planning and issue management. You understand the importance of security, compliance and audit requirements, and can confidently manage access controls, configuration integrity and sensitive data across non-production environments.

Just as importantly, you're a strong collaborator who can build trusted relationships across Infrastructure, Cloud, Security, Architecture, Delivery and vendor teams. You communicate clearly, influence effectively and enjoy working with diverse stakeholders to solve complex problems and improve delivery outcomes.

Ideally, you'll also bring experience with cloud transformation, Infrastructure as Code, container platforms such as Kubernetes or OpenShift, and modern FinOps practices. Experience working within large, regulated or critical infrastructure environments would be highly regarded.
