Job description

Marstel-Day, LLC, an environmental consulting and planning firm, seeks one or more Mid-Level Civil, Architectural, Structural, Mechanical, or Electrical Technicians/Engineers to support facility condition assessments associated with U.S. Army Corps of Engineers (USACE) BUILDER SMS task orders and other engineering and project management activities. Qualified candidates should possess a minimum of three (3) years of relevant experience in facility design, construction, operations and maintenance (O&M), facility management, or related building trades. Candidates must be capable of interpreting construction drawings, specifications, and other design documentation; accurately identifying and assessing facility components and their condition; and utilizing BUILDER SMS and BUILDER Remote Entry Database (BRED) software for field data collection and inventory management. These positions are both part-time and full-time employment positions in support of various awarded task orders required for on-site facility and utility condition assessments, data input into BUILDER SMS and project management assistance. 

FUNCTION/ROLE

To support the completion of high-quality comprehensive facility/utility condition assessments and comprehensive and detailed engineering evaluations for multiple on-site assignments requiring 25-30% travel to facility sites for up to two weeks per deployment. Manage the work assignments within the prescribed timelines and deliverables. Undertake project administrative support for schedule coordination, task tracking, and logistics planning are included in position role and responsibilities. Support engineering elements of other Company task orders generally and provide technical inputs to bids and proposals and business development efforts.


Primary Duties

  • Evaluate architectural, structural, civil, mechanical, electrical, and/or plumbing systems to determine condition, remaining useful life expectancy, required replacement expenditures and/or remedial corrective measures.
  • Complete comprehensive and high-quality condition assessments and detailed engineering evaluations of varying building and utility types throughout the U.S and its overseas territories.
  • Handle multiple assessment projects in a condensed timeframe.
  • Develop and maintain strong client relationships through effective communication, collaboration, and responsive project support.
  • Identify and develop facility options to satisfy project objectives of client.
  • Perform such other duties related to facilities assessment projects as a supervisor or assistant project manager when deemed necessary.

Qualifications 

  • Bachelor's degree in engineering or a related technical field from an accredited college or university, or an equivalent combination of education and relevant professional experience.
  • 3 years of applied experience and knowledge in engineering, facility design, construction, assessment, operations, or maintenance is preferred.
  • Capability to understand and interpret design documents (drawings, specs, etc.) and accurately identify and assess the condition of field inventory.
  • Experience in facility, utility, and system condition report preparation is a plus.
  • Ability to become quickly familiar with field data collectors (BUILDER/BRED programs is a plus) for the collection and storage of data.
  • Experience in undertaking BUILDER assessments and familiarity with BUILDER/BRED programs is a strong plus.
  • Demonstrated determination to provide excellent support to meeting client requirements.
  • Availability for travel as required throughout the U.S. or OCONUS.
  • Understanding of military installation unified facilities codes, including an understanding of Federal Agencies and Department of Defense installations and missions is a plus.
  • Registered Professional Engineer a significant plus.
  • Past work experience as a Facilities Manager or Facilities Maintenance Technician a significant plus.
  • Must possess current CPR and First Aid certification or be willing and able to obtain certification prior to field deployment. 

The incumbent must:

  • be eligible to work in the U.S. (DHS Form I-9 must be completed by the incumbent and submitted to DHS for verification of citizenship and eligibility through E-Verify)
  • submit to a background check as a condition of any final offer of employment (Depending on the exact nature of the work, the applicant may also be required to submit to a credit and financial background check. This required contingency and evaluation continues even after hiring.)


Salary and Benefits:

The Company will pay a competitive salary or wage (depending on full-time or part-time employment) commensurate with the incumbent’s level of education, certification/registration, experience, and responsibilities. Part Time wages will be $45 to $75 per hour and Full-time salary will range from $50,000 to $75,000 per year. Offerors should indicate whether they seek part-time or full-time work. Full-time employees receive access to a Company provided health plan and 401(k) plan; receive disability and life insurance coverage; receive holiday and personal leave accruals and other benefits. Part-time employee benefits will depend upon the number of hours generally worked and are dependent upon provider policies as well, although all part-time employees receive an accrual of sick leave.

Essential Functions Description:

The incumbent will perform duties both indoors and outdoors. Work activities will require some site/building inspections and may require walking through difficult terrain, climbing ladders, and accessing flat roofs. For certain projects, the incumbent will prepare technical documentation, reports, and correspondence using standard office software and project management platforms. The position requires proficiency with computers, tablets, and mobile devices to support electronic data entry, remote collaboration, virtual meetings, and the collection, management, and reporting of field assessment data.
