Description

The Subcontracts Manager is responsible for the full lifecycle administration of Evans’ subcontracts, purchase orders, and consulting agreements, ensuring all subcontract activities align with company policy, applicable federal regulations, and prime contract requirements. 


 Location details: This role is remote with a preference of a local candidate in the DMV area. 

  • Manage the full lifecycle administration of Evans’ subcontract portfolio, including IDIQs, Master Service Agreements, Blanket Purchase Agreements, consulting agreements, task orders, and purchase orders across DoD and civilian agency customers. 
  • Conduct supplier due diligence and obtain Supplier Representations & Certifications prior to award. 
  • Review, negotiate, and execute NDAs and Teaming Agreements with prospective subcontractors and consultants. 
  • Prepare subcontract templates, review subcontractor redlines, and lead negotiations with subcontractors and consultants. 
  • Serve as primary point of contact for subcontractors, consultants, and suppliers; support subcontractor onboarding and resolve performance issues. 
  • Review Purchase Requisitions and approve Purchase Orders for accuracy against supplier agreements, ensuring FAR/DFARS flow-down of prime contract clauses. 
  • Support Business Development with supplier market research, RFQ issuance, and evaluation of supplier RFP responses for completeness, accuracy, and compliance. 
  • Maintain subcontract records and required data entry across Unanet, SharePoint, and SAM.gov, including Service Contract Act reporting and Subaward Reports. 
  • Maintain Small Business Subcontracting Plans and submit required reports. 
  • Maintain the Contracts-Subcontracts Risk Register and track Supplier Certificates of Insurance. 
  • Facilitate supplier responses to Past Performance Questionnaires and internal/external Data Calls for subcontract data. 
  • Develop and maintain Evans’ Procurement Manual, Subcontract Standard Operating Procedures, and the Supplier Code of Business Ethics and Conduct. 
  • Perform subcontract closeout activities, ensuring a complete, audit-ready record set. 
Requirements

 

  • Bachelor’s degree in related field or additional work experience. NCMA CFCM qualification desired. 
  • Minimum of 8 years’ experience in Subcontracts Administration and Management in the government contractor environment, including 5+ years managing federal subcontracts and purchase orders across multiple contract types. 
  • Experience with federal government contracting. Knowledge of subcontracting theories, principles, and practices, with solid knowledge of various agreement types (e.g., IDIQs, MSAs, BPAs, consulting agreements, task orders). 
  • Working knowledge of contracting concepts, specifically the FAR, DFARS, and agency-specific acquisition regulations applicable to federal government subcontracting. 
  • Good presentation, leadership, and team-building skills. 
  • Use of independent judgment and creativity applied to resolution of subcontract issues. 
  • Excellent internal and external negotiation skills. 
  • Skilled at active listening, creative problem solving, and managing ambiguity. 
  • Excellent oral, written communication skills and comprehension. 
  • Attention to detail with strong organizational skills. 
  • Proficiency in software and tools specific to the role (e.g., Unanet, SharePoint, MS Office).

Compensation

Salary is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $95,000 to 115,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Evans’s total compensation package for employees
