Description

The Prevailing Wage Specialist is responsible for administering and supporting compliance with prevailing wage and apprenticeship (PWA) requirements  under the Inflation Reduction Act (IRA) and Davis-Bacon Act across EPC's portfolio of energy storage and power conversion project sites.. This role manages all aspects of prevailing wage documentation, reporting, and coordination with internal teams, subcontractors, customers and the U.S. Department of Labor to support accurate and timely compliance.

Requirements
  • Prepare and submit DOL additional classification requests (conformance requests) for EPC's Field Service Representatives at each project site, including assembling all required supporting documentation.
  • Submit and manage certified payroll reporting across all required compliance platforms.
  • Maintain and track wage determinations and Davis-Bacon wage determination sheets for each project site, including monitoring for modifications and ensuring the correct wage determination is applied.
  • Coordinate with customers and subcontractors to support ongoing compliance with prevailing wage documentation and      reporting requirements.
  • Manage apprenticeship compliance, including identifying registered apprenticeship programs, conducting outreach, and building and maintaining Good Faith Effort (GFE) documentation for each project site..
  • Support DOL audits, appeals, correction requests, and regulatory compliance activities.
  • Track DOL submission timelines, follow up on pending conformance requests, and maintain organized records of all DOL correspondence and decisions..
  • Train internal teams, including Customer Success, Payroll, and Sales, on PWA requirements and compliance best practices.

Day-to-day 

  • Work closely with Legal, Payroll, Customer Success, and Sales to gather accurate project and contract information.
  • Review certified payroll reports and reconcile discrepancies between payroll and applicable DOL wage  determinations.
  • Coordinate with customers to understand site-specific PWA requirements, union jurisdictions, and reporting  deadlines..
  • Identify wage discrepancies and assist with retroactive payment calculations when necessary.
  • Maintain EPC's PWA project tracker, including site details, wage determination numbers, DOL submission status,      apprenticeship outreach status, and FSR headcount per site..
  • Confirm that prevailing wage projects are properly set up and tracked within internal systems such as Salesforce, Paylocity and NetSuite.
  • Respond to customer and DOL audit requests, assembling compliance packages including certified payroll records, wage determination documentation, and GFE apprenticeship records..
  • Provide ongoing support and guidance to internal teams regarding PWA compliance requirements.

Qualifications:

  • 3+ years of experience in prevailing wage compliance, certified payroll, or Davis-Bacon Act compliance.
  • Experience in the energy, construction, or infrastructure industry preferred. Familiarity with IRA prevailing wage  and apprenticeship requirements is a strong plus..
  • Strong organizational, analytical, and problem-solving skills with exceptional attention to detail.
  • Ability to manage multiple projects and deadlines in a fast-paced environment.
  • Excellent communication and cross-functional collaboration skills.
  • Familiarity with Salesforce, NetSuite, and Paylocity systems preferred.

Physical Demands and Work Environment:

  • Prolonged periods of sitting at a desk and working on a computer
  • Ability to lift/push/carry items at least 15 pounds
