GIS Project Manager

Position Title: GIS Project Manager
Client: U.S. Coast Guard – Office of Shore Forces (CG-741)
Location: Remote work authorized, with occasional travel to U.S. Coast Guard Headquarters in Washington, DC, and other Coast Guard facilities
Duration: 12-month base period with two 12-month option periods
Division: Information Technology (IT)

Position Summary
The GIS Project Manager will lead enterprise geospatial initiatives supporting the U.S. Coast Guard Office of Shore Forces (CG-741). This role will serve as both a technical project manager and geospatial solutions leader, responsible for managing the development, enhancement, delivery, and adoption of web-based GIS applications that support operational decision-making, command centers, marine safety, emergency response, and mission planning.

Key Responsibilities

  • Lead the full lifecycle of enterprise GIS projects using Agile methodologies, from requirements gathering through deployment and user adoption.

  • Work directly with Coast Guard leadership and stakeholders to gather business and operational requirements and translate them into GIS solutions.

  • Manage development and delivery of interactive GIS dashboards, web applications, StoryMaps, and operational portals using Esri technologies.

  • Provide technical guidance on front-end GIS architecture while coordinating with backend data engineering teams to support integration and performance.

  • Develop project plans, status reports, documentation, Standard Operating Procedures, and training materials.

  • Conduct stakeholder engagement, oversee user adoption efforts, collect feedback, and drive continuous improvements through workflow optimization and UI/UX enhancements.

  • Support strategic GIS initiatives including operational dashboards, mobile GIS, aviation and maritime tracking, geospatial libraries, and data standardization efforts.

Required Qualifications

  • Strong experience in GIS project management and enterprise GIS solution delivery.

  • Experience managing Agile projects and coordinating cross-functional teams.

  • Experience with Esri ArcGIS Enterprise and related web GIS technologies.

  • Strong stakeholder communication and requirements-gathering skills.

  • Ability to support training, user adoption, and documentation efforts.

  • No active security clearance is required, but the candidate must be eligible to obtain a Common Access Card (CAC) and complete a Tier 1 background investigation.
