Position Summary
The GIS Specialist will serve as the primary front-end geospatial developer supporting the Shore Forces Enterprise Geospatial Platform. This role will focus on building, customizing, deploying, and supporting web-based GIS applications and dashboards, while also providing backend data advisory support, documentation, training, and quality assurance.
Key Responsibilities
Design, build, and deploy interactive web GIS applications using Esri Experience Builder, Web AppBuilder, Dashboards, StoryMaps, and custom JavaScript/Arcade solutions.
Customize front-end GIS components including widgets, pop-ups, symbology, and user-facing map experiences using HTML, CSS, JavaScript, and Arcade.
Support requirements gathering with stakeholders to define UI/UX needs for dashboards, maps, and spatial portals.
Provide advisory support to government data engineers regarding REST endpoints, GeoJSON, feature services, and backend data structures needed for web application performance.
Recommend schema, indexing, and integration strategies to improve front-end performance and reduce latency.
Develop training materials including SOPs, quick-reference guides, and video tutorials.
Conduct user training sessions in virtual, classroom, or over-the-shoulder formats.
Perform quality assurance, usability testing, and ensure compliance with IL5/CUI web publishing standards.
Required Qualifications
Hands-on experience with front-end GIS development and web GIS applications.
Experience with ArcGIS Enterprise and Esri web application tools.
Strong knowledge of JavaScript, HTML, CSS, Arcade, REST services, and GeoJSON.
Ability to support documentation, end-user training, and application testing.

Must comply with IL5 and CUI handling requirements.
Must ensure no PII or PHI is processed, displayed, or searchable in front-end applications.
Must be eligible to obtain a CAC and complete required background checks.
The primary place of performance is the contractor's facility, with remote work authorized, plus occasional travel for site visits, training, and meetings at U.S. Coast Guard Headquarters in Washington, DC.
Travel is reimbursable and requires prior COR approval.
