Description of Work

The purpose of this position is to process monthly and weekly supplemental payroll, process verification of income, work overpayment spreadsheets and generate invoices to arrange repayment, interact with legal counsel related to payroll duties, and other payroll responsibilities as assigned. Additionally, the candidate will consistently apply policies, procedures, and interpretations of laws for processing, reconciling, and researching various member benefit information related to health insurance enrollment, changes, and cancellation processes. This position is responsible for collaborating within the team and across other Retirement Systems Divisions sections in an effort to increase organizational efficiencies. This position will provide solution driven support for group and individual health plan premium billing, reconciliation, enrollment, and eligibility review. This position will reconcile processes and review members’ accounts for data consistency between internal and third-party systems. The position will research problems and partner to resolve highly complex issues, analyze and respond to standard and non-standard requests, and research and identify health insurance trends. Specific responsibilities will include reconciliation of individual accounts, review and creation of reports, resolution of monthly premium deduction discrepancies, and identify refunds related matters when necessary. The position is responsible for responding to internal and external customer inquiries via email, correspondence, and telephone to resolve general questions, escalations, and research. The position works on a team that works in conjunction with our State Health Plan Division to evaluate data submission and member collection received from various carriers. 

Knowledge Skills and Abilities/Management Preferences

*The anticipated hiring rate for this position is up to $52,579, based on available funding and internal equity considerations.*

40% Health Insurance Workflow Processing:• Processes health insurance enrollments, changes, and cancellations.• Researches and resolves health insurance issues, and work with the Health QC to resolve the more complex issues. Identifies problems with third party vendor data submissions and corrects.• Cross checks health insurance processing completed by Health QC.• Responds to health insurance inquiries from internal and external customers, including third party vendors.• Researches, investigates, escalates, and determines the priority of tasks to ensure retirees or disability participants receive the appropriate levels of coverage, and corrects effective dates and premium billing issues.• Determines calculations to ensure the correct amount of deduction refunds and forwards requests to the State Health Plan.• Participates in weekly conference calls with health insurance vendors to ensure that problems are addressed and ensure alignment of priorities.• Reconciles data and reports between Benefit Focus, iTedium, and the State Health Plan.• Receives cancellation reports and completes necessary transactions to remove members from health insurance coverage.• Ensures all demographic and enrollment information is loaded into ORBIT.• Position is responsible for verifying member data related to health insurance deductions and credits for other RSD work processes.• Position is responsible for creating internal workflow request to other RSD processes as needed to resolve member health billing issues.• Position is responsible for using external vendors’ internal database system to make changes or updates to members coverage information.40% Payroll Related Work:• Keys member maintenance forms to update tax elections, direct deposit information, change of address information and beneficiary information, reviewing work of other analysts who initially key those forms and documenting metrics.• Runs both monthly and weekly supplemental payrolls as necessary, as a backup payroll associate.• Works with Payroll Supervisor and Payroll Services Manager to properly test generated yearly 1099R and W2 forms prior to implementation and mailout to retirees and members.• Works overpayment reports to determine proper invoicing and deductions and generate associated correspondence.20% Project Related Work:• Processes updates to retiree demographic data.• Generates help desk tickets and conducts systems tests related to Health Insurance, acting as a liaison between RSD and SHP and third-party vendors.• Generates correspondence via ORBIT.• Works with the State Health Plan, and its external vendors to make changes and updates to the Orbit system when legislation or policies are updated.• Works special projects driven by the Compliance section related to audit discoveries needing resolution.

Salary Range - $41,206.00 - $72,113.00
