About Us

The N.C. Office of the Commissioner of Banks (NCCOB) is responsible for the chartering and regulation of North Carolina's state banks, trust companies, mortgage companies, as well as registration and licensing of various financial institutions operating in North Carolina.  Our mission is to promote and maintain the strength and fairness of the North Carolina financial services marketplace through the supervision and regulation of financial service providers in that marketplace.

Description of Work

NCCOB is seeking a mid-level (journey) examiner for our Trust Exam Team.
A Trust Examiner gathers, organizes, and analyzes industry information, draws conclusions, and documents findings to assess accuracy, validity and integrity of records of trust departments of banks and trust companies chartered in the state of North Carolina. Financial stability is assessed for trust companies.

Steps in this process require:
* knowledge of trust laws and regulations;
* knowledge of fiduciary standards and best practices;
* gathering and analyzing industry information (identifying issues and exposure to risk);
* determining noncompliance with internal policies and/or violations of laws;
* preparing written reports;
* consulting with managers at trust departments/trust companies;
* recommending corrective actions.
Examiners maintain confidentiality and discretion while conducting business, work in a team environment, and adapt to change and circumstances.

If no journey level (mid-level) applicants are identified, contributing level (entry-level) applicants will be considered.

Knowledge Skills and Abilities/Management Preferences

  • Must have a working knowledge of trust activities and pertinent laws and regulations, including applicable state and federal banking laws and regulations.

  • Ability to learn laws, rules, regulations, industry standards, and accounting/reporting processes applicable to trust departments/trust companies.

  • Ability to apply this knowledge to analyze financial records of trust departments/trust companies and identify areas of risk, material deficiencies, and violations of state and federal laws and regulations.

  • Ability to present concise, comprehensive, and accurate findings through both written products and oral presentation.

  • Proficient in the use of technology (e.g., Word, Excel, PowerPoint and Outlook).

Preference will be given to applicants with the following designations: Certified Trust and Financial Advisor (CTFA), Certified Internal Auditor (CIA), Certified Trust Auditor (CTA), Certified Financial Planner (CFP), Certified Public Accountant (CPA), and/or Certified Financial Examiner (CFE).

Recruitment range: $50,000 to $90,000

We trust our employees to be self-motivated and successful in hybrid/remote roles.  NCCOB is a remote-first agency.  Your duty station is your home and examiners can reside anywhere in the state of NC. Examiner positions require 40-50% overnight travel from your duty station, depending on your work assignment.  You will travel all over North Carolina and see places you have never seen.  You will also participate in some out of state travel.  Examiners work a Monday-Thursday, 10-hour day schedule.

Graduation from a four-year college or university with a major in Trust/Investment Management, Business Administration, or Accounting with a minimum of two courses of accounting and two courses of fiduciary law OR four (or more) recent years' experience as a financial institution examiner/auditor, a financial institution trust officer, or an equivalent combination of training and experience.
