TELUS Health is scaling behavioral health delivery across the United States. We are seeking a clinical regulatory expert to drive our California strategy as the primary custodian of our Knox-Keene license.

In this role, you will bridge the gap between policy and day-to-day execution. As a regulatory architect, you will master the Technical Assistance Guide (TAG) to build trust and consensus among clinical leaders, executives, and regulators. Your expertise will form the foundation that allows us to innovate with confidence, scale our behavioral health impact, and transform EAP delivery in California.

What you'll do
 

Day-to-day, you'll be the regulatory architect and strategic partner our leadership team relies on:

  • Master the regulatory framework and align executionOwn all Knox-Keene compliance obligations to the California Department of Managed Healthcare (DMHC)—monthly, quarterly, and annual reporting, Plan Letters, and audit responses. Ensure our policies, clinical network, and day-to-day operations align so we operate with regulatory confidence and zero penalties.
     

  • Translate data into strategic decisionsUse Power BI and advanced analytics to monitor compliance trends, forecast regulatory risks, and provide executive leadership with clear visibility into our compliance posture.
     

  • Evolve policy and operations together Partner with clinical and policy teams to design, update, and implement Knox-Keene-related frameworks as we scale behavioral health and EAP delivery. Anticipate regulatory changes and help the organization stay ahead.
     

  • Bring clinical judgment to critical decisionsProvide clinical insight on policy, investigations, and operational challenges. Balance clinical excellence with regulatory requirements so innovation is built on compliance, not constrained by it.
     

  • Represent TELUS Health to regulators and leadershipPresent compliance findings to our Board and Public Policy committees. Participate in DMHC audits. Strengthen TELUS Health's reputation as a trusted partner in California's healthcare ecosystem.
     

  • Partner across teams with clarityWork with reporting, operations, clinical, and business development teams to align their work with regulatory requirements. Build shared understanding of how everyone contributes to our compliance and growth.
     

What you bring

Must-Haves (Non-Negotiable):

  • Active, independent clinical license in California (LCSW, LMFT, LMHC, LPCC/LPC, Psy.D., or Ph.D.)

  • California residency (regulatory requirement)

  • 5+ years of healthcare compliance experience with hands-on Knox-Keene expertise and Technical Assistance Guide (TAG) familiarity

  • In-depth knowledge of California healthcare regulations and compliance requirements

  • Quality assurance mindset — understand that compliance is operational, not just paperwork

  • Data fluency (Power BI, Excel, analytics)

  • Strong written and verbal communication skills; board-level and regulator presentation experience

  • Strategic independence — you don't require hand-holding; you chart the best path forward

  • High attention to detail and commitment to accuracy

  • Adaptability to evolving regulatory frameworks and organizational growth

  • Collaborative leadership — build alignment with clinicians, operations leaders, executives, and regulators

Actual total compensation will be determined based on factors such as knowledge, skills, performance, experience and location.
 

Job Posting Vacancy Type: This is for a current vacancy

Expected annual base salary range for this role is: $110,000.00 - $130,000.00
