What the hiring manager says

"This role is about impact. You will support GSMA’s policy engagement in Southeast Asia with a clear focus on shaping regulatory outcomes and strengthening the industry’s position with governments. Working as part of the APAC policy team and reporting to the Policy Director APAC, you will play a central role in ensuring GSMA’s work translates into tangible policy outcomes in key markets."

Senior Policy Manager, Southeast Asia

About the team

The APAC policy team combines expertise from government, industry and the wider digital ecosystem, working closely across Hong Kong, Tokyo, Singapore, Delhi and London. It acts as a regional bridge between national priorities and global policy positions.

The team is focused on prioritising the issues that matter most and delivering measurable outcomes for members, not just engagement.

About the role

As Senior Policy Manager for Southeast Asia, you will support the development and execution of GSMA’s policy priorities across a set of markets, working under the direction of the Policy Director APAC.

You will contribute to shaping and delivering policy positions on key digital and telecommunications issues, ensuring they are evidence-based, clearly articulated and effectively deployed in external engagements. Success in this role will be measured by the extent to which your work contributes to influencing regulatory frameworks and advancing agreed policy objectives.

You will build and manage relationships with policymakers, regulators and industry stakeholders, supporting GSMA’s positioning as a credible and constructive voice. You will contribute to consultation responses, policy outputs and external engagements, and help ensure consistency and quality across GSMA’s work in the region.

You will work closely with colleagues across GSMA programmes and global teams, helping to coordinate input and ensure alignment in support of priority advocacy objectives.

Within your first year, you will be expected to establish strong working relationships with key stakeholders in your markets, contribute meaningfully to priority policy initiatives, and support delivery of tangible progress against defined advocacy goals.

About you

You bring experience in telecommunications or digital policy, with exposure to engaging policymakers and supporting policy development in complex regulatory environments.

You are outcome-focused, with strong judgement on how to prioritise work to support policy impact. You are able to translate complex issues into clear, structured messages for external audiences.

You are comfortable working in multi-stakeholder environments and collaborating across matrix teams to deliver coordinated outputs. You take ownership of your work and consistently deliver high-quality contributions to broader policy objectives

About your skills

Communication: You communicate clearly and effectively, supporting the development of compelling policy narratives for government and industry audiences.
Delivery: You contribute to the timely delivery of high-quality policy outputs, supporting wider advocacy efforts and outcomes.
Teamwork: You work effectively as part of a regional and global team, aligning with others to deliver shared objectives.
Stakeholder management: You build and maintain productive working relationships with policymakers, regulators and members.
Influence: You support policy engagement efforts through well-prepared analysis, credible inputs and effective participation in external discussions.
