Position: Manager, Enterprise Project Management Office

Department: Business Excellence

Reports To: Director, Project Management Office (PMO)

FLSA Status: Exempt

Location: Remote


Health Plans, Inc. (HPI) is a New England-based Third Party Administrator (TPA) of self-funded health and benefit plans. Founded in 1981, HPI provides comprehensive health plan administration to employers, municipalities, and Taft-Hartley plans. HPI is an industry-leading TPA, offering customized self-funded benefit plans, superior customer service, and investment in the latest administrative and data-mining technology, and reinsurance (stop-loss) security.

Summary:

The Manager, Project Delivery is a hands-on leader who takes ownership and drives the successful delivery of strategic initiatives across the organization. This role goes beyond traditional project management; it requires a strong sense of urgency, a bias for action, and the ability to turn ambiguity into clear plans, decisions, and outcomes.

This individual will lead and mentor the ePMO team, set the delivery tempo, and actively remove obstacles so work moves forward. They will bring forward new ideas and modern approaches, challenge passive thinking, and hold themselves and others accountable for follow-through, quality, and measurable business impact.

The ideal candidate is a proactive, forward-thinking leader who thrives on solving complex problems, spotting opportunities, and confidently driving decisions to completion. They communicate with clarity, build strong partnerships, and consistently push initiatives over the finish line through influence, persistence, and intelligent use of technology.

Duties and Responsibilities (other duties may be assigned):

Team

  • Lead, mentor, and inspire the ePMO team to deliver high-quality deliverables that drive measurable business value; setting clear expectations, building confidence, and creating momentum.
  • Establish a culture of ownership, urgency, innovation, and continuous improvement across teams.
  • Ensure effective resource planning and allocation across the portfolio, balancing demand, transformation priorities, and PMO capacity.

Flow

  • Own the portfolio including intake and prioritization process in partnership with business and technology leaders, leading the project team to overcome blockers and solicit updates, ensuring alignment to strategy, capacity, and outcomes.
  • Anticipate risks and issues early; remove blockers, drive timely decisions, and escalate decisively to maintain momentum and stakeholder confidence.
  • Serve as a strategic partner to leaders to surface high-impact initiatives, define success metrics, and translate business needs into deliverable plans.
  • Run delivery governance (status, risks, decisions, dependencies) and ensure transparent reporting on progress, scope, schedule, budget, and outcomes.
  • Develop and maintain PMO dashboards, metrics, and reporting that provide clear visibility into delivery health, benefits realization, and organizational impact.
  • Promote collaboration and alignment across departments, while constructively challenging misalignment or indecision that puts delivery at risk.

Efficiency

  • Proactively identify opportunities to modernize processes, introduce automation, and improve operational efficiency; translate ideas into executable roadmaps.
  • Drive cross-functional teams to deliver projects successfully across all phases; from ideation and planning through implementation, adoption, and optimization.
  • Develop, implement, and continuously improve project management standards, methodologies, and tools that balance governance with agility.
  • Communicate with clarity and executive presence with stakeholders at all levels, including senior leadership; influence without authority when needed.
  • Ensure compliance with organizational policies, procedures, and applicable regulations.
  • Other duties as assigned.


Minimum Education Requirements (must have documented proof):

  • Project Management Professional (PMP) or similar certification required. (Other relevant certifications include Certified Associate in Project Management (CAPM), Certified ScrumMaster (CSM), and Certified Six Sigma (CSS)

Minimum Experience Requirements:
 

  • 5–7 years of direct experience leading projects, including experience in project management, business analysis, or related fields.
  • Experience managing cross-functional teams.

 

Preferred Education/Experience Requirements:

  • Bachelor’s degree preferred. 
  • Experience in health insurance, managed care operations, or a related field preferred.

  • Effective problem-solving and influencing skills; able to remove roadblocks and escalate appropriately.
  • Ability to manage multiple priorities in a fast-paced environment and maintain a consistent delivery cadence.
  • Ability to work independently and collaboratively, taking initiative and following through without being asked.
  • Proficiency with MS Office (Outlook, Teams, Excel, PowerPoint), and project management tools (Project, Smartsheet, SharePoint, JIRA, etc.).
  • Ability to communicate effectively with all levels of the organization and drive alignment to decisions and next steps.
  • High attention to detail and accuracy.
  • Commitment to ethical practice and confidentiality.


Access to Protected Health Information (PHI):

This position requires the employee to handle PHI for duties related to enrollment and eligibility issues. Access to PHI includes the MBS claim system, eligibility files, and any other source necessary to complete client enrollment. Policies and procedures will be strictly adhered to, ensuring PHI is protected as required by the HIPAA Privacy Rule.
