Compensation range: $200,000-$225,000 (Excluding Bonus and Benefits)

The Texas Energy Buyers Alliance (TEBA) is a state‑based chapter of the Corporate Energy Buyers Association (CEBA), the leading national organization representing large energy customers seeking affordable, reliable, and clean electricity. CEBA’s members include the largest energy buyers in the world. CEBA works with corporations and institutions committed to deploying clean energy at scale and strengthening the electricity system to support economic growth, reliability, and decarbonization. 

TEBA serves as the unified voice of large electricity customers in Texas, advancing practical, customer‑focused solutions on transmission, market design, resource adequacy, and grid modernization on behalf of both corporate members as well as affiliate local businesses. TEBA works closely with CEBA’s national policy, communications, and membership teams to ensure state advocacy is aligned with broader regional and federal priorities. 

Position Overview

The Executive Director of TEBA provides strategic leadership and day‑to‑day management of CEBA’s Texas advocacy and engagement. This role is responsible for setting and executing TEBA’s state‑level policy agenda, representing large energy buyers before policymakers and stakeholders, and building durable coalitions to advance solutions that improve affordability, reliability, and grid resilience in Texas. 

The Executive Director is a highly external‑facing role, serving as TEBA’s chief spokesperson and lead strategist. The position works in partnership with senior CEBA leadership, policy, communications, and membership teams, and manages day-to-day execution as well as TEBA’s consultants and partners supporting TEBA’s work. 


Core Responsibilities:

Strategic Leadership & Management

  • Provide overall leadership for TEBA, including setting strategic priorities, managing consultants, overseeing timelines and deliverables, and driving progress against annual goals. 
  • Work closely with CEBA senior leadership on strategy, governance, and alignment with CEBA’s national and regional objectives. 
  • Oversee day‑to‑day operations, workflows, and performance across all TEBA activities. 
  • Drive consensus among TEBA members on policy priorities and advocacy positions. 

Policy & Advocacy

  • Develop and execute TEBA’s Texas energy policy agenda, spanning legislative, regulatory, and administrative venues (e.g., Texas Legislature, Public Utility Commission of Texas, ERCOT, Governor’s and Lieutenant Governor’s offices, and state agencies). 
  • Monitor and analyze state legislation, rulemakings, ERCOT processes, and market developments; translate technical issues into clear advocacy strategies and materials. 
  • Serve as TEBA’s chief representative before lawmakers, regulators, agencies, and stakeholder forums. 
  • Coordinate, draft, and provide testimony, regulatory comments, briefings, and educational materials for policymakers and staff. 
  • Ensure state‑level advocacy is coordinated with CEBA’s broader policy agenda and regional transmission efforts. 

Communications & Organizational Representation

  • Oversee TEBA’s strategic communications, including messaging, media engagement, digital content, and coordination with CEBA’s communications team. 
  • Ensure policy positions are communicated clearly and effectively to members, funders, policymakers, and the public. 
  • Represent TEBA and CEBA at conferences, public events, and stakeholder convenings. 

Coalition Building & Stakeholder Engagement

  • Build and maintain strong relationships with policymakers, regulators, utilities, system operators, consumer advocates, business groups, NGOs, and national partners. 
  • Participate in and help lead state and regional coalitions advancing shared energy policy goals. 
  • Convene and support TEBA member engagement through meetings, briefings, working groups, and advocacy initiatives. 

Fundraising & Membership

  • Lead fundraising and revenue development efforts, including foundation grants, sponsorships, and membership support. 
  • Develop and manage TEBA’s annual budget in partnership with senior CEBA staff. 
  • Support grant reporting and funder communications related to Texas policy and advocacy work. 


  • Performs other related duties as assigned

 

 

Required Qualifications:

  • 17+ years of experience in relevant industry or;
  • 12+ years of experience with a Bachelor’s degree in a relevant industry or:
  • 8+ years of experience with a Master’s degree in a relevant industry
  • Deep experience in energy policy, electricity markets, transmission, and/or utility regulation, with Texas experience required. ERCOT and PUCT regulatory experience a plus. 
  • Demonstrated success leading policy advocacy efforts and engaging with legislatures, public utility commissions, grid operators, and executive offices. 
  • Exceptional written and verbal communication skills; comfortable serving as a public spokesperson. 
  • Familiarity with wholesale electricity markets (ERCOT experience strongly preferred, SPP, MISO or other RTO experience a bonus)
  • Estimated 10% travel within Texas and occasional regional or national travel is required.


Preferred Qualifications:

  • Candidates with strong coalition‑building and stakeholder management skills, including experience working with corporate energy customers.
  • Experience managing consultants, budgets, and complex multi-stakeholder initiatives. 
  • Managing a membership-based organization
  • Developing and delivering public testimony
  • Experience fundraising and managing grant applications

 

Supervisory Responsibilities:

This role will supervise a team of part-time consultants supporting lobbying, regulatory and communications.

Compensation and Benefits:

The expected base salary for this role ranges from $200,000 to $225,000, depending on experience and qualifications. All CEBA employees are eligible to participate in the annual bonus incentive plan, which is based on both organizational and individual performance, up to 20% for this role.
